MDSC is a consulting firm in development sector. They contribute to the development of Vietnam through providing quality technical assistance to the governments, bilateral and multilateral donors, development institutions, and NGOs in Vietnam and Greater Mekong region to ensure the effectiveness, efficiency, sustainability and greater the impacts of their development interventions. Their key technical consultancy areas include the followings:
- Social, economic and environmental survey and research
- Policy and institutional research
- Organizational and institutional capacity building
- Project formulation, monitoring and evaluation

They are recruiting the following part-time positions, working under associate contracts:
1. Public Finance Management Expert
2. Monitoring and Evaluation Expert

Requirements
1. Public Finance Management Expert
- Solid understanding of public financial management reforms, their challenges and implications at the provincial and district levels
- Proven experience and capacity in conducting public financial management reviews
- Experience in assessing institutional capacity at sub-national levels including planning, budgeting, expenditure and oversight control functions
- Proven knowledge of ODA management modalities e.g. National Executive, Programme Support, Targeted Budget Support, Sector Budget Support and General Budget Support.
- Understanding Vietnamese and International commitment for aid effectiveness is an asset
- Leadership capacity and experience is an advantage
- Proficiency in English (writing, speaking and reading) is an asset
2. Monitoring and Evaluation Expert
- Solid understanding and experience of Vietnamese M&E system at national and sub-national levels; its reform process; challenges and implications at the provincial and district levels
- Proven experience and capacity in conducting M&E reviews
- Experience in assessing institutional capacity at sub-national levels in issues related to M&E systems
- Proven knowledge of ODA management modalities e.g. National Executive, Targeted Budget Support, Sector Budget Support and General Budget Support.
- Understanding Vietnamese and International commitment for aid effectiveness is an asset
- Leadership capacity and experience is an advantage
- Proficiency in English (writing, speaking and reading) is an asset
3. Procurement Expert
- Solid understanding and hand-on experience in procurement laws and its implementing regulations
- Proven experience and capacity in conducting reviews of Vietnamese procurement systems
- Experience in assessing institutional capacity at sub-national levels in issues related to procurement systems
- Proven knowledge of ODA management modalities e.g. National Executive, Targeted Budget Support, Sector Budget Support and General Budget Support.
- Understanding Vietnamese and International commitment for aid effectiveness is an asset
- Knowledge in English (writing, speaking and reading) is an asset
4. Agriculture and Rural Development Research Assistant
- B.A. in agriculture, rural development, social science and related fields
- Three years of working/research experience in agriculture and/or rural development and related fields
- Proven experience in agriculture and forestry extension approaches e.g. farmer-led extension and PTD
- Working experience with NGOs/international organizations
- Skilled in using PRA and participatory research tools
5. English interpreter (full-time, permanent)
- B.A. in linguistics
- 3 years of experience in English translation and interpretation
- Experience in interpretation of group meetings
- Experience in interpretation in interdisciplinary development programmes and projects e.g. public administration, socio-economic development and rerated issues
