Provincial Programme Officer (PPO) in Cao Bang and Bac Kan

Lux Development has recently launched a new health project in Vietnam. Project VIE/027, Support for Health Care Policy for the Poor in Cao Bang and Bac Kan aims to reduce socio-economic inequalities in health status and health service utilisation by helping to inform pro-poor policy and practice at the national level.
A Chief Technical Advisor (CTA) has been recruited to assist the Project Management Unit (PMU) director in the implementation of the project, and project offices staffed by a Technical Task Force (TTF) have been established in the respective Provincial Departments of Health (PDOH). A separate TTF is located each province, comprising the following staff: 01 Provincial Programme Officer (PPO); 01 Administrative and Finance Officer (AFO); 01 Administrative Assistant (AA); and, 01 Driver. The CTA shares his time between the two Provincial TTFs and work in Hanoi.
The project is now seeking applicants for the position of PROVINCIAL PROGRAMME OFFICER (PPO) in each of the two implementing provinces (i.e. Cao Bang and Bac Kan). These are senior management posts within the project and will be filled by high calibre candidates with extensive technical and managerial experience. The post-holders will report directly to the project’s Chief Technical Advisor, and will work closely on a day-to-day basis with the PMU and PDOH to achieve the project’s objectives.

Profile:
A medical degree with strong orientation in primary health care and public health.
At least 15 to 20 years relevant experience in public health and primary health care.
Excellent speaking, reading, and writing English skills.
Significant experience in project management and ideally, experience of working with development agencies and government health services.
A strong grounding in health research methods and research management.
Familiarity with tools and techniques of health needs assessment.
Experience in monitoring and evaluation and a familiarity with performance measurement and performance indicators.
Experience in competency based training for primary health care staff.
A high degree of numeracy and computer literacy with a good working knowledge of common computer applications (especially spreadsheets).
A good understanding of the Vietnamese health sector and of ongoing policy issues therein.
Strong advocacy skills and experience of working effectively with senior personnel from government and international development partners
Excellent communication skills;
Innovative and creative, team player;
A willingness to relocate to Cao Bang or Bac Kan and to undertake project travel duties within the country
Duration of contract: One year, renewable (with two-month probation, maximum four years)
Duty Station: Cao Bang or Bac Kan, Vietnam
