Project Officers
Helvetas, the Swiss Association for international cooperation is looking immediately for following positions for the Project “Support Public Administration Reform” (SPAR), funded by the Swiss
Agency for Development and Cooperation (SDC):
2 Project Officers to Support local partners in new SEDP Planning and in Commune Financial Management
Tasks
- Develop working plans with relevant local partners according to established agenda
- Support partners to implement, to monitor and to evaluate activities and to assess results
- Advise partners on how to improve effectiveness and efficiency
- Facilitate training and workshops
- Produce reports as required and support the closing down process of the project
Requested background
- University degree in finance/economics/planning, rural development, or related fields
- Knowledge in rural financial management and capacity building programs
- Experiences in Project Cycle Management
- Knowledge in SEDP planning and in financial and accounting system
- Willingness to travel to remote areas
- Able to speak and write in English and good computer skills
1 Project Officer to support DARD/Cao Bang in Improving Service Delivery
Tasks

Requested background
- University in agriculture, rural development or related field
- Knowledge in extension and rural service delivery systems
- Experiences in Project Cycle Management, in trainings and workshops
- Knowledge in participatory methods in rural areas
- Willingness to be based in Cao Bang for 7 months and travel to remote areas
- Able to speak and write in English and good computer skills
Duty station: Cao Bang (with travels to the districts/communes and Hanoi)
Start: immediately
Duration: 8 months (until end of 2010)
