Project Officer; Project Assistant

Save the Children in Vietnam (SC) works to promote every child’s rights to survival, protection, participation and development as set forth in the UN Convention on the Rights of the Child.  The current programme focuses on the following core sectors: Health and Nutrition; HIV/AIDS prevention; Care and support; Education; Child protection; Child-focused emergency preparedness and response; Child rights agenda, including Civil society development, Economic opportunities, Child poverty Research, and Advocacy for child-friendly development policy and practice.

They are now seeking for the following positions based in Hai Phong:
                   
1. Project Officer, project NAM, Orphan and Vulnerable Children

Job purpose
The Project Officer (PO) will oversee, monitor and provide technical support to local partner sub-agreement component management and implementation of activities in Hai Phong for activities related to grandparent caregivers of Orphan and Vulnerable Children (OVC) capacity building.  The PO will provide technical assistance to the local partner staff and volunteers in Hai Phong to conduct a participatory assessment, design and implement and assess activities, and share experiences with other organizations.   

Person specifications
- BA/MA Degree (preferably at post-graduate level) in a relevant discipline, e.g., social sciences, social work, public health.
- Experience monitoring and building capacity of local partner sub-agreement workplan implementation and budget expenditures.
- Proven capacity to build and maintain effective partnerships with local partners.
- At least 2 years experience implementing and monitoring OVC programming. 
- Experience working with elderly preferable.
- Familiarity with BCC material and tool development and social work case management.
- Strong facilitation and good interpersonal, communicational and organizational skills.
- Willingness to take on new challenges, to learn and share experiences with colleagues, partners, and supervisors.
- Excellent project management and effective problem-solving skills: helpful and courteous with partners and co-workers.
- Ability to work under pressure and meet deadlines.

2. Project Assistant, Project NAM, Street Youth

Job purpose
The Project Assistant (PA) will provide technical support to partner activities in Hai Phong and to ensure programming meet intended targets and results.  The PA will support partners and Project Officer to supervise and monitor street youth activities in Hai Phong. In particular, the PA will support implementation of drug use cessation counseling services and safe shelter activities.

Person specifications
- BA/MA Degree (preferably at post-graduate level) in a relevant discipline, e.g., social sciences, public health.
- At least 1 year experience implementing and monitoring HIV prevention programming for vulnerable young people.
- Positive attitude and respect toward out-of-school and/or street youth required.
- Previous working experience in progressive HIV prevention or drug use cessation highly desirable
- Good interpersonal, communicational and organizational skills.
- Proven capacity to build and maintain effective partnerships with local partners.
- Willingness to take on new challenges, to learn and share experiences with colleagues, partners, and supervisors.
- Excellent project management and effective problem-solving skills: helpful and courteous with partners and co-workers.
- Ability to work under pressure and meet deadlines.
