Project Officer for Health Project in Ha Noi

CARE in Vietnam is a Non-Government Organization representing the CARE International network. CARE in Vietnam (CARE) is a creative and dynamic organization, working with Vietnamese partners in the sectors of health, rural development and disaster mitigation and preparedness.

CARE is looking for an experienced and qualified Vietnamese to fill in Project Officer for Health Project named “Supporting Luat phap”.

Position information:
Position title:                             Project Officer
Reporting to:                             Project Manager
Contract:                                   One year contract with potential for extension
Base in:                                    Hanoi with travel to HCMC as required

Project information:
“Supporting Luat phap” project aims at reducing stigma and discrimination against People Living with HIV/AIDS (PLHIV). CARE works in partnership with Vietnam Lawyers’ Association (VLA) and six community based organizations of PLHIV in Hanoi and HCMC to implement this project and obtain the goal and specific objectives.

Main Duties:

The Project Officer is responsible to assist the Project Manager to:
- Facilitate the development and implementation of work plans
- Carry out all day-to-day project financial and administrative work including budgeting, fund transferring, travel plans
- Contribute to the development of training curriculum, training materials, training agenda and training facilitation when required;
- Prepare and organize training workshops;
- Conduct regular monitoring activities via telephone, email and field visits to ensure the quality of work undertaken by the project partners in each project sites;
- Follow up progress and financial report of VLA and PLHIV groups receiving small grants;
- Draft monthly progress reports, interim reports and final reports in required formats;
- Provide technical assistance and financial and administrative guidance to partner and granted Self Help Groups;
- Translate documents from English into Vietnamese and vice versa when required
- Maintain good working relations with partners and staff;

Selection criteria:
- At least 1 year experience in HIV/AIDS programming or community-based health projects
- Good report writing skills;
- Good computer skills on Word, Excel, PowerPoint and e-mail applications
- Good interpersonal communication skills and have ability to work under pressure to meet strict deadline
- Good written and spoken English skills;
