Project Manager

SNV - Netherlands Development Organisation is a Non-Governmental Organisation working in Vietnam since 1995. SNV supports local organisations (state and non-state) in poverty reduction, mostly at the meso level, through a combination of advisory, knowledge brokering and advocacy services. SNV Vietnam invests in different programs, i.e. Value Chains, Rural Water Supply and Sanitation, Renewable Energy/Biogas, Pro-poor Sustainable Tourism, Pro-poor Forest, Inclusive Business and Climate Change.

SNV is looking for a dynamic and creative Vietnamese candidate to fill in the post of: Project Manager

Background
Under the supervision of the Programme Leader (WASH) the Project Manager assumes management, technical advice, and coordination responsibilities to ensure the quality completion of SNV sanitation and hygiene programme in-country. Operating in Dien Bien, Lai Chau and Lao Cai provinces of Vietnam, The Project Manager is part of a diverse team of expatriate and national staff. Successful management of the project activities will include being responsible for meeting the agreement indicators of the project, managing multiple teams in multiple project areas, providing reporting to both the programe Leader and regional programme coordinator. Furthermore, the project manager  works closely with programme staff to ensure appropriate program design, monitoring and evaluation initiatives are implemented and followed-through. He or She will assess current internal information-sharing mechanisms within SNV and other Implementing Partners, and assist in developing internal and external communications as appropriate. Undertake other tasks to support program, logistics, finance, and country management as needed.

Specific responsibilities
- Lead the implementation of the sanitation and hygiene component SNV WASH Programme.
- Manage the relations with the in-country’s partners and clients in relation to this programme
- Steer and coordinate the assigned staff (for the duration of the programme), except for hiring & firing and performance management cycle.
- Ensure quality of processes and methodology and address capacity building needs of assigned staff (only those needs that relate directly to the programme and in coordination with the manager)
- Prepare TORs in consultation with the programme Leader to hire consultants and link with partner organisations for implementation of the programme.
- Have delegated power to use the approved country budgets
- Prepare invoices/ progress reports to the region with help of Finance Officer
- Manage and coordinate consultants and partner organisations for implementation of the programme in the respective country.
- Monitors and reports on programme progress and outcomes to the programme Leader.
- Support the programme leader and regional coordinator in documentation, action research and learning.

Capacities:
- At least 5-7 years of relevant experience
- Good communication skills in English and Vietnamese
- Good computer skills in MS-applications (Word, Excel, Internet, Email)
- Knowledge of the context, advisory, facilitation capacities etc. (the generic SNV capacities), knowledge of the the WASH sector
- Strong project management skills - knowledge of project/programme planning, implementation, management and monitoring and evaluation (M&E)
- Excellent written English skills,   organized with an ability to multi-task.
- Must be able to function effectively in a fluid, loosely structured, but complex work environment and to set appropriate priorities and deal effectively with numerous simultaneous requirements.
- Must be able to work independently, with minimum supervision, within the context of a larger team.
- Willingness to to travel to programme locations as required.

Contract:
SNV offers one–year associate consultancy contract for all those positions (July 2010-June 2011)
