Programme Unit Manager; Project Coordinator

With an annual budget of over 10 million USD, we are expanding programs in Vietnam and looking for experienced, qualified and motivated Vietnamese candidates who are committed to working long-term for the following position:  

1. PROGRAM UNIT MANAGER (1 position based in Quang Binh, 1 position based in Quang Ngai)
Main responsibilities:
- Manage effectively the Child Centered Community Development program to achieve objectives
- Identify issues related to children and intervention opportunities
- Ensure that learning, monitoring, evaluation, and technical assistance are integral parts of the implementation of each program/ project
- Participate in the development, review, implementation and evaluation of the Country Strategic Plan
- Develop partnerships with local partners and authorities to strengthen relevant policies and practices in the implementation of the program/ project
- Provide leadership and support for staff in the office
- Manage financial disbursement of the program/ project according to plan and in compliance with internal policies and procedures of the Organization 

Requirements:
- University graduate, preferably Master’s degree in social sciences, development studies, project management, public administration
- At least five years professional experience with three years in management position
- Demonstrated record of experience in program, communication, finance, and human resource management and fund raising support
- Well developed skills in analysis, facilitation, communication, organization, and interpersonal relationships.
- A pro-active, self-motivated, quality-driven personality.
- Good spoken and written English skills.
- Good knowledge of MS office applications.

2. PROJECT COORDINATOR for Child Helpline Project (based in Ha Noi)
Main responsibilities:
- Be responsible for the implementation of Grant-funded project “Child Helpline in Vietnam”   which implemented nation wide in period October 2009 to December 2012 to ensure that the principles of the child rights and child protection are adhered to throughout projects and practices.
- Work with Project Manager to build the partnership with Children Bureau, Center for Communication and Service, Ministry of Labor, Invalids & Social Affairs (MOLISA) and  relevant government agencies which are dealing with  Child Protection Issues
- Facilitate and support  Center for Communication and Service; Children Bureau - MOLISA to implement the project smoothly following the agreed project proposal and MOU between Plan Vietnam and MOLISA and following Vietnamese laws and regulations, and Plan’s policies and procedures
- Be responsible for assigned project budget resources and be responsible for regular  finance monitoring and annual budget revising
- Be responsible for planning, implementation, management, monitoring, and evaluating assigned project activities among partners, according to Plan’s procedures and policies.
- Co-ordinate project activities, provide support to the Project Manager; co-ordinate  tracking, reporting, filing and documentation of the project as required by the Project Manager
- Ensure financial and administrative requirements of project are completed in a timely manner.
- Build and maintain  positive and productive contacts with partners and related organisations to ensure continuity and improvements within the project
- Promote learning and sharing with related COs and NGOs, government bodies, associations, institutions, Child Helpline International  to improve quality of  the project and coordinate information dissemination internally and externally

Requirements:
- University graduate in related fields
- Five years professional experience, at least 3 experience in working with children in special circumstances and project management;
- Demonstrated communication skills within a cross-cultural environment.
- Excellent Vietnamese and English oral and written communication
- Inter-personal skills
- Analysis & results dissemination skills
- Demonstrated knowledge and experience in project planning, monitoring, evaluation and reporting.
- Willing to work in a team and independently, as well as willingness to travel
- Strong computer skills.
