Programme Manager

FANTA-2, managed by the Academy for Educational Development (AED) in Washington DC, aims to strengthen the capacity of the Government of Vietnam to integrate and scale up nutrition interventions in HIV services. They are seeking a Program Manager based in Hanoi to provide managerial and technical assistance to strengthen nutrition care and support for people living with HIV (PLHIV).

Duties and responsibilities

Under the supervision of the FANTA-2 Country Program Manager at HQ in Washington:
- Represent FANTA-2 in managing activities to strengthen the integration of nutrition into HIV services in collaboration with the National Institute of Nutrition (NIN) and other relevant government institutions, USAID/Vietnam, PEPFAR implementing partners, international organizations, and local NGOs.
- Coordinate the development, review, and finalization of project deliverables including national nutrition and HIV guidelines, a national nutrition and HIV training program, and nutrition and HIV counseling materials and job aids among partners in Vietnam.
- Monitor and ensure the timely implementation of activities.
- Attend relevant inter-agency meetings to promote FANTA-2 and other international policies and technical guidance on nutrition and HIV.
- Foster and strengthen networking with stakeholders including national implementing agencies and partners.
- Regularly report to FANTA-2 HQ and USAID/Vietnam on the progress of activities.

Qualifications and competencies
- Minimum of 5 years experience managing and coordinating public health programs
- Experience managing programs funded by U.S. Government or other donors a strong plus
- Advanced nutrition, public health, medical, or nursing degree or equivalent training and experience
- Familiarity with the continuum of HIV/AIDS prevention, care, and treatment programming.
- Knowledge of Government of Viet Nam systems and processes
- Demonstrated ability to build partnerships with government agencies
- Excellent interpersonal and organizational skills
- Ability to work independently and take initiative
- Ability to communicate technical issues effectively and persuasively
- Good research and analytical skills
- Ability to travel to PEPFAR-supported care and treatment sites outside Hanoi
- Excellent written and spoken Vietnamese and English
