Partner Coordination Manager

Abt Associates Inc. is seeking a candidate for a full time position on its USAID-funded TASC 3 project.  The USAID-funded TASC3 Avian Influenza Vietnam project aims to strengthen Vietnam’s public and private capacities to prevent, rapidly detect, and respond to avian and pandemic influenza (API) and other zoonotic threats; and to begin preparing for a possible human influenza pandemic. 

The Partner Coordination Manager, under the supervision of the Technical Director for BCC, will lead project collaboration efforts with USAID, other API program partners, Government of Vietnam agencies, and in-country organizations to ensure that project activities are complementary, effective, and sustainable.  Responsibilities include the following:

- Maintain contact with key government counterparts at multiple levels and facilitate their interaction with project staff and subcontractor personnel to ensure that approaches are technically appropriate for the location and level of implementation, lessons and experience are shared, and investments achieve results.
- Coordinate project staff attendance and participation in meetings in Hanoi and the regions to ensure the successful participation of project staff in working groups, stakeholder meetings, and other collaborative opportunities.
- Keep a calendar of upcoming events, manage the flow of invitations to events and meetings to ensure the involvement of appropriate stakeholders, and manage outreach and engagement with new, related activities and interventions.
- Maintain close interaction with partners in all API programs in Vietnam, aiming to prevent duplication of effort, maximize the use of allocated funds, prevent the crafting of mixed messages, and ensure long-term sustainability of interventions.

Skills/Knowledge Required:
- Masters Degree in Public Administration, Management, Public Health, Animal Health, or other relevant field.
- At least 8 years of professional experience  in development programs, with human or animal health sector experience very desirable.
- A thorough understanding of Vietnamese public sector structures and systems.
- An established network with key Vietnamese government authorities is desireable.
- Excellent communication and negotiation skills.
- Excellent written verbal communication skills in both Vietnamese and Eglish.
