About the Job:
PlaNet Finance’s regional technical platform in Manila, the Philippines, was established in 2008 as a base from which to provide technical assistance throughout the Asia region as well as support long-standing PlaNet Finance country programs in China, India and Nepal.
The organization is expanding and seeking to recruit a National Technical Consultant for a 3-year agricultural microfinance program with social performance management (SPM) and financial literacy training components in Vietnam. The candidate will be asked to assist the regional technical consultant in developing agriculture microfinance products and services that meet the needs of low-income farmers as well as delivering training and coaching on SPM and financial literacy.
Tasks and Responsibilities:
Deliver technical assistance in the following areas:
1. Social performance management
a. Participate in the design of SPM learning tools
b. Identify local trainers and conduct training of trainers
c. Deliver follow-up coaching and mentoring to MFIs
d. Monitor and evaluate SPM implementation by MFIs and deliver remedial action in case difficulties are encountered
2. Agricultural microfinance product development and roll-out
a. Conduct supply and demand studies
b. Participate in the development of agricultural microfinance products and services, including the manuals and learning tools
c. Identify local trainers and conduct training of trainers
d. Deliver technical support to the MFI in testing and rolling out the products
e. Supervise follow-up coaching and mentoring to MFIs
f. Monitor and evaluate agricultural microfinance product and services delivered by MFIs and design remedial activities in case difficulties are encountered
3. Financial literacy
a. Participate to the development of financial literacy training material and toolkits adapted to the local culture and particular needs of the MFIs
b. Identify local trainers and conduct training of trainers
c. Monitor and supervise the delivery of the trainings
For the three activities, the candidate will also participate in the documentation of the different activities of the project.
The National Technical Consultant will report to the project manager for Cambodia and Vietnam.
The salary range for this position is US$800-1000/month (gross) depending on experience.
Qualifications:
The successful candidate must have 4+ years of experience in microfinance, strong technical expertise and proven managerial skills. Experience working in Vietnam is required. Specific requirements include:
- A minimum of 4 years of experience in operational/field positions within MFIs, consulting in the banking or microfinance sector and/or in a support organization in the microfinance sector.
- Experience working in the microfinance sector in Vietnam
- A focus on quality and client-satisfaction, with the capacity to ask the right questions, identify solutions and implement them. Detail-oriented, focused and organized. The ability to anticipate, prioritize and manage tasks in a fast changing environment.
- Excellent oral and written communication skills and a demonstrated ability to create persuasive, clear and concise communications to different publics. Strong public presentation, listening, and diplomatic skills, as well as the ability to develop positive and productive relationships.
- A professional demeanor and the capacity to interact with various types of actors (international donors, banks, NGOs, micro-entrepreneurs, governments) and skills to adapt quickly to different environments and cultural contexts. A team player, he/she can easily interact successfully with all levels of staff in a growing and multicultural organization.
