National Project Coordinator (NPC) and Administrative Assistant/ Secretary

The United Nations Office on Drugs and Crime (UNODC) Viet Nam Country Office is seeking qualified candidates to the following positions of National Project Coordinator (NPC) and Administrative Assistant/ Secretary for UNODC project “Strengthening Drug Law Enforcement Agency Information Collection and Sharing Procedures AD/VIE/H65”. The duration of the position is one-year (full time) for each position.

Brief project description:
This project aims at  introducing standard  inter-agency forms to use for collection, collation, analysis and dissemination of information relating to narcotics investigation among the Counter Narcotics Police, Customs, Border Army and Maritime Police; developing training material and course outlines for  basic and intermediate training in information collection, collation, analysis and dissemination; and training 200 drug control officials in project sites and hotspot provinces in the latest drug law enforcement information, collection and analysis techniques. Additionally to these self-sustainable outputs of this project, to further strengthen drug law enforcement information collection and sharing capacities, the second and third phases are envisaged subject to availability of funding. The project document and its objective are in line with the UNODC Viet Nam Country Programme 2008-2011 and UNODC Medium-Term Strategy 2008-2011, as well as the One Plan 2006-2010 between the Government of Viet Nam and the United Nations. This project is integrated in the Regional Programe Framework for East Asia and the Pacific and aimed to contribute to its objectives on Rule of Law.

1. National Project Coordinator (NPC)

Tasks and Responsibilities:
- Provide management and administrative support to the UNODC Viet Nam in implementing the project.
- The National Project Coordinator will under the direct supervision of the International Project Coordinator/Technical Advisor, general direction of the Project Steering Committee and the UNODC Viet Nam Country Office and the Counter-narcotics Police assist in carrying out the following tasks:

1. Meeting with the Counter-Narcotics Department of Viet Nam Police, Anti-smuggling Department of Customs, the Drugs Control Department of Border Army, and the Maritime Police  to ensure that the project meets their policies;
2. Making all arrangements and facilitation for one workshops (2 days) to be conducted to agree on the format and processes of forms for collection, collation, analysis and dissemination of information within and between drug enforcement units of the Counter Narcotics Police, Customs, Border Army and Maritime Police;
3. Making all arrangements for one workshop (2 days) to establish operation procedures for cooperation and establishment of the Target Development Teams in the project sites. An international consultant will facilitate the workshop;
4. Arrange for all logistical requirements for  six basic and four intermediate information collection, collation, analysis and dissemination courses to be conducted by an experienced International Consultant. Translation of course training materials and extensive use of interpreters during the course will be required. The instructors will need briefing on the objectives of the course and any special instructions concerning the culture and policies of the Vietnamese law enforcement authorities;
5. Evaluation reports will be required at the conclusion of each workshop and training course
6. Assist in preparing and ensuring timely submission of all internal and external reports; and
7. The National Project Coordinator will further provide support relating to UNODC financial, technical and administrative procedures, rules and regulations concerning execution of UNODC projects.
8. Perform other duties as assigned by the International Project Coordinator/Technical Advisor/UNODC Country Office

Qualifications required:
- Excellent written and spoken English;
- A minimum of 10 years of academic and/or professional experience in law enforcement or legal work in Viet Nam;
- Experience in project management/administration; ability to work independently and as a member of a team;
- Well developed communication skills to liaise and negotiate with the implementing agencies;
- Computer literacy; good communication skills; report writing skills;
- Previous work experience with the UN an asset.

2. Administrative Assistant/ Secretary

Tasks and Responsibilities:
- Provide administrative and secretarial support to UNODC Viet Nam in implementing the project
- The Administrative Assistant/Secretary under the direct supervision of the National Technical Officer and the International Project Coordinator/Technical Advisor will provide administrative and secretarial support in bookkeeping, financial management and project administration and will work closely with project staff and UNODC project personnel:

1. Keeping project accounting books, and making sure that all financial transactions are recorded properly;
2. Supporting financial management to ensure that financial rules and regulations are met;
3. Preparing necessary financial reports;
4. Arranging logistics, transportation for project staff and short-term project consultants;
5. Handling all visa formalities for international staff;
6. Keeping track of correspondence;
7. Answering telephone calls and undertaking photocopying duties;
8. Setting up and managing a filling system;
9. Making appointments for project staff and UNODC project personnel, preparing meeting arrangements and taking notes or minutes
10. Providing translation and interpretation service where needed; and
11. Performs other duties as assigned by the National Technical Officer/ International Project Coordinator or Technical Advisor/UNODC Country Office.

Qualifications required:
- University degree with at least 3 years working experience as an interpreter/translator and secretary 
- Fluency in Vietnamese and a demonstrated ability to speak and write professionally, fluently and grammatically in English 
- Knowledge of drug law enforcement is advantageous.
- Demonstrated experience in in donor-funded projects with basic office management and financial administration tasks and duties, along with a good command of word processing and spread sheets;
- Experience of working as part of a multi-disciplinary team, particularly within international agencies and/or organisations;
- Demonstrated skills in working with colleagues and collaborators of different national and cultural backgrounds;
- The position demands a person with high integrity and transparency in his/her working routines;
