National Project Coordinator (NPC)

The United Nations Office on Drugs and Crime (UNODC) Viet Nam Country Office is seeking qualified candidates to the following position of National Project Coordinator (NPC) for UNODC project VNMJ04 “Drug abuse and HIV prevention among ethnic minorities in northwest Viet Nam – extension to VIEH61”. The duration of the position is one-year (full time) for the position.

Brief project description:
The Project is executed by UNODC, and implemented in partnership with the Government of Viet Nam. The Vietnamese Government counterpart agency is the Committee for Ethnic Minorities (CEM). The objective of the project is to provide technical assistance and capacity-building support in the fields of drug demand reduction and HIV prevention to four highland provinces in support of Vietnam’s national response to HIV

Tasks and Responsibilities:
The NPC will work under the technical supervision of the UNODC Advisor (HIV/AIDS), and report to the UNODC Viet Nam Country Manager. The NPC will be responsible for the daily operation and implementation of UNODC inputs required under the project, and s/he will undertake this objective in close cooperation with Government partners. The NPC’s tasks will include the following:

1. To coordinate with local partners in four provinces the implementation of the project’s annual workplan and its constituent activities in the fields of drug demand reduction and HIV prevention. 
2. To conduct regular field reviews of project activity implementation in four provinces and progress against the workplan, and to undertake  regular field visits for technical advisory and impact monitoring purposes.
3. To supervise a team of four national project field officers, as well as local collaborators.
4. To prepare all project reports as required in the project document, by government, UNODC and donors.
5. To ensure that project activities are closely coordinated with other programmes, projects and activities undertaken in the same geographic locations.
6. To undertake other project-related tasks as assigned by the Advisor (HIV/AIDS).

Qualifications required:
- Advanced university degree or equivalent professional experience in a public health-related field;
- Minimum six years of demonstrated experience in project and/or programme coordination or management;
- Demonstrated technical knowledge of drug dependence, drug dependence treatment, and HIV prevention are required.
