National Project Coordinator

The United Nations Office on Drugs and Crime (UNODC) Viet Nam Country Office is seeking a qualified candidate to the position of National Project Coordinator for UNODC project "Support for developing effective ATS prevention strategies and measures for East Asia – A pilot in Vietnam” VNM J93. The duration of the position is initially one-year, renewable subject to satisfactory performance.

Brief project description:
This project aims to support the Government of Viet Nam to develop effective ATS prevention strategies and measures targeting high risk population, particularly young people. Firstly, the project will focus on conducting an assessment of the current ATS situation in the country, providing an overall picture of the magnitude and the nature of the problem as well as evidence-based information necessary for developing targeted intervention measures. Secondly, the project will develop and implement pilot ATS prevention programmes in selected sites in Viet Nam, based on the results of the situation assessment.

Tasks and Responsibilities:
The NPC will work under the technical supervision of the UNODC Advisor (HIV/AIDS), and report through the Advisor to the UNODC Viet Nam Country Manager. The NPC will be responsible for the daily operation and implementation of UNODC inputs required under the project, and s/he will undertake this objective in close cooperation with Government partners. The NPC’s tasks will include the following:
1. To liaise with all relevant project Government counterparts (local, provincial and national) in order to coordinate the implementation of local project activities, and to ensure that these activities are consistent with UN guidance and with the policies, procedures and laws of the Government of Viet Nam.
2. To coordinate implementation of project quarterly workplans, and to liaise with local Government organisations and representatives to ensure that all necessary administrative, security, and financial requirements for local activity implementation have been satisfied.
3. To undertake regular field visits for activity monitoring and advisory purposes.
4. To be responsible for the drafting of all reporting requirements of the project - including UN, donor and Government - as outlined in the project document.
5. To participate in project review meetings and other events of importance to the project as directed by the Advisor.
In cooperation with the project’s CPMU, to respond to all requests for information relating to the project coming from both domestic and international sources, and to promote project activities within the national development community.

Qualifications:
- Excellent written and spoken English;
- Advanced university degree or equivalent professional experience in a public health-related field;
- Minimum six years of demonstrated experience in project and/or programme coordination;
- Demonstrated technical knowledge of illicit drug use prevention and dependence is required.
