Objectives of the Programme
The main objectives of the HIV Team in the WHO Representative Office in Viet Nam is to support the Ministry of Health, particularly the Viet Nam Administration of HIV/AIDS Control (VAAC), the Department of Therapy and Drug Administration and other relevant institutions and agencies, in developing their initiatives and capacity to plan, implement, monitor and evaluate HIV prevention, care and treatment activities as well as in strengthening coordination among different partners and stakeholders.
The successful introduction of antiretroviral treatment (ART) in line with the “3 by 5” initiative of WHO/UNAIDS in Viet Nam has significantly increased and diversified the need for technical support in carrying out the HIV/AIDS care and treatment programme activities.
Description of duties
Under the guidance and supervision of the Senior Adviser, 3 x 5 Country Officer and the WHO Representative, the incumbent will perform the following functions:
1. To support the Senior Adviser 3x5 / Team Leader in providing technical support to the Ministry of Health, its institutions and relevant bodies, in strengthening the national HIV/AIDS care and treatment programme concerning medical service development ;
2. To support the Viet Nam Administration of HIV/AIDS Control in promoting harmonization of different initiatives for HIV/AIDS care and treatment emphasizing medical services development. Such initiatives include Global Fund project, US President’s Emergency Plan for AIDS Relief (PEPFAR), Clinton Foundation and other United Nations agencies;
3. To provide technical support and maintain follow through system in planning, implementing, monitoring and evaluation of HIV/AIDS care and treatment services on medical services, at provincial, district and commune levels in collaboration and coordination with relevant organizations and partner agencies such as Global Fund project, US President’s Emergency Plan for AIDS Relief (PEPFAR), Clinton Foundation, and other United Nations agencies.
4. To facilitate support from relevant groups such as the academe, researchers, educators, donors, community groups, nongovernmental organizations and other United Nations agencies, in developing HIV/AIDS care and treatment on medical services;
5. To attend national and local workshops, meetings, seminars and conferences and submit technical reports of these meetings;
6. To provide support in the promotion of WHO interventions and policy advocacy on public health and health financing issues related to HIV/AIDS care and treatment which requires multi-sectoral collaboration with MOH, Ministry of Labour, Invalids and Social Affairs (MOLISA), Central Commission and National Assembly;
7. To submit monthly reports on achievements and constraints; and
8. To perform other related duties as may be required.

QUALIFICATIONS REQUIRED:
Education
Essential: University degree in Medicine or related sciences from a recognized university.
Desirable: Advanced university degree or equivalent professional training or work experience in related subject areas. Specialization in HIV/AIDS clinical medicine.

- Knowledge and experience in HIV/AIDS care and treatment concerning medical services. Ability to interact with health professionals at various levels and to work with government officials, nongovernmental organizations
and international agencies. Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain high standards of personal conduct.

Experience
Essential: At least two years experience at the national level in the development and implementation of HIV/AIDS care and treatment particularly in medical services. Experience in supporting policy formulation and establishment of national HIV/AIDS programme at national level. Experience in an international organization.
Desirable: Experience in writing proposals and reports. Clinical experience in the HIV/AIDS care and treatment. Experience in working with or in nongovernmental organizations and partners.
Languages
Excellent knowledge of spoken and written English and the local language
