National Finance/Admin Officer

SPARK is a local initiative in Vietnam co-founded by the SNV Netherlands Development Organisation, the Vietnam Center for Community Support Development Studies (CECODES), PACT (USA) and the Center for Sustainable Rural Development (SRD Vietnam). 

The initiative is designed to help build the capacities of social entrepreneurs and local organisations who wish to scale up innovative business solutions/models that have successfully addressed poverty-related issues such as employment creation, income generation, healthcare, education, culture, and the environment.

SPARK has been operational since the beginning of 2010, with a range of key services being offered, including:
- Operational seed funding of up to US$ 40,000 for each business proposal approved for up-scaling; 
- Linking applicants to potential service providers and financiers through marketplace events and brokering services;
- Providing tailor-made capacity building and expert advice to both service users and providers (e.g. leadership, business management, technical, financial skill building);
- Monitoring the growth and reach of the Capacity Development market in terms of funding volume, number and type of providers, as well as outreach and type of services on offer.

SPARK is looking for a national candidate to fill in the post of National Finance/Admin Officer.

Reporting line: The National Finance/Admin Officer will report directly to the National Director of SPARK.

Overall responsibilities:
The National Finance/Admin Officer will be responsible for all accounting and financial management of SPARK, including daily financial administration, analysis of annual financial data, and accurate management of budgets. Coordinating all administrative and logistic, ICT services at the office and provide efficient support to SPARK team. Advise the Director in all administrative and logistic policies and procedures as well as solutions for improvement.

Main Responsibilities
1. Financial administration
- Supports to set up an internationally recognised financial management system for SPARK.
- Ensures control, monitoring and execution of all financial and related activities within the office in line with all applicable legislations, regulations and guidelines.
- Carries out debtor, creditor and payroll administration of the projects. 
- Analyses financial data of the projects, check numerical correctness and completeness of financial administrations and booking documents of projects;
- Supports SPARK team in budget preparation and financial reports to donors/investors. 
- Periodically reports finance information (income, expenses and budget exhaustion) to the SPARK Director and advise on issues associated.  

2. Administrative management
- Supports to set up an effective administrative system for SPARK’s operation that provides a good service delivery to SPARK team and its clients.
- Take care all administrative tasks in the office, including outsourced activities and contracts,  internal and external communication, mail circulation and distribution;
- Organises a good (digital) filing system & library and ensures that rules and procedures are in place and implemented;
- Responsible for all procurements by SPARK and ensures a good maintenance & control of office equipment & supplies, and inventory in place;
- Maintain good contacts with local authorities, service suppliers and partners;

Required qualifications:
- Vietnamese citizen with Bachelor degree on finance or accounting.
- Minimum of 5 years relevant work experience on financial and office management. Working experience with international organisations is an advantage.
- Good command of English and Vietnamese (writing & speaking).
- Good organizational skills.
- Financial analysis
- Excellent team work.
- Understanding about business development & development field (preferable)
- Excellent commands of common computer software such as Excel and Word.

Duration of assignment
SNV offers a one-year associate contract with a competitive salary package.
