BTC seeks to recruit a : NATIONAL EXPERT FOR THE STRENGTHENING OF PLANNING REFORM AT CENTRAL AND DECENTRALIZED LEVEL PROJECT
(Based Hanoi)

Job Description:
Objective of the Project: Service delivery improved through strengthening capacity of the national and sub-national government to plan, finance and monitor/evaluate pro-poor and pro-growth policies and interventions.

Role of the National Expert – general principles: The National Expert supports the Project Directorate in Project implementation. More specifically, he/she shall assist the Project Management Unit in aspects related to event management. The national expert will be in charge of all reporting including quarterly, bi-annual and annual  progress/disbursement reports. He/she also prepare all necessary procedures for recruitment of national consultants and in close collaboration with other national expert, develop project annual plan and action plan.

Contract Duration and Remuneration/Workstation:  The position is expected to commence in  September 2010. Duration of the contracted assignment is 30 months. Gross salary will commensurate with qualifications and experience. Workstation is in Hanoi.

Required qualifications: University degree in Economics or related. At least 5  years  experience in planning, finance and/or accountancy. Ability to work independently, take innitiative and communicate technical issues effectively and persuasively. Fluent in written and oral communication skills in both English and Vietnamese. Results oriented team player with excellent interpersonal skills.
