NATIONAL EXPERT FOR THE CAPACITY DEVELOPMENT OF WATER MANAGEMENT AND SERVICES Project
(Based in Phan Rang-Thap Cham city, Ninh Thuan Province)
Job Description:
The Project: The project fits in the Indicative Cooperation Program between Belgium and Vietnam, which is focusing on two major sectors: capacity building, institutional strengthening and support for water and sanitation programs. Both sectors are of major concern, considering, on the one hand, the important socio-economic development and institutional transformation Vietnam has been experiencing since Doi Moi, and, on the other hand, the water and sanitation difficulties the country is facing due to the rapid transformation of the country and the climate changes. In that respect, the Belgian Government manifested its interest in supporting capacity development of water management and services in Ninh Thuan province.
Role of the National Expert- CD – general principles: The NTA-ID will have a double function; on the one hand she/he will be representing BTC in the Management Capacity Development Unit which functions within the PPC office of Ninh Thuan Province. On the other hand, he/she will be supporting the MCDU as technical advisor for the implementation of the Public Administration Reforms, Institutional Development and Capacity building components of the project, which are all related to improvement of the capacities of the province in the field of Integrated Water Resource Management (IWRM)
Contract Duration and Remuneration: The position is expected to commence as soon as possible. Duration of the contracted assignment is 36 months. Gross salary will commensurate with qualifications and experience.
Required qualifications: Relevant degree for the job or equivalent professional experience; (public administration, management, law or water resource management linked with ID & CB experience). At least 10 years of relevant working experience with minimum of five years of project management experience (planning activities, finance, administration). Fluent in writing, reading and speaking both English and Vietnamese. Have a broad technical knowledge of the project’s area of intervention; (Institutional development and water resources, ideally candidates should have experiences in both fields.
Knowledge of French will be an added advantage. Pro-active in seeking and creating synergy between players; identifying resource persons; contributing new ideas and information on the local context; improving procedures; promoting best practices.
