BTC is looking to hire a: National Expert in Public Administration & Planning Reforms to be posted in Vinh city, Province of Nghe An – Vietnam – 24 months contract period (Salary range between 1.330 and 1.810 USD Gross salary).

Job objective:
Background: Government of Vietnam is implementing Public Administration Reform in Vietnam under a 10 year National Plan. Decentralization of planning, budgeting and implementation to the local governments is one of the main pillars of reform along with improvements in public service delivery and simplification of administrative procedures. A number of national decrees and decisions covering planning, financial management and institutional roles and responsibilities have been issued over the last eight years to implement and support the reform process. However, the overall progress, especially at sub-provincial level, in most of the target areas remains patchy. There is still considerable gap between policy pronouncements and implementation actions on the ground.
The Project: After a Multi-Sector Rural Development Project (2002-2007) in Quy Chau district, Government of Vietnam, Nghe An Province and Kingdom of Belgium have agreed to implement a second project in the same district. This project would however have a different focus and implementation modality. The project will be implemented through national execution modality and will primarily focus on assisting the provincial government in translating PAR policy related to decentralized planning, budgeting, implementation and monitoring and evaluation in to concrete actions. It will also provide resources, guidance and capacity development to the district and communes to practice the decentralized approaches.
Role of the technical advisor – general principles: The technical assistant provides technical expertise and assistance for the implementation of the project. He/She will provide technical guidance and insight to the provincial and district authorities and assist them in producing qualitative project results. He/She will work with the concerned departments and provide capacity development through on the job joint working. He/she will be supported by a part time input from an International Technical Advisor recruited by BTC. He/she can provide a limited amount of support to managerial tasks of the Project Director or the Deputy project Director – yet, this will only be from the perspective of capacity development for managerial skill; but he/she is not supposed to play a major role in direct management. He/she will be in charge of all the internal reporting for BTC regarding the project, inclusive financial planning.

Required qualifications: University degree in public administration, law, social sciences, economics or equivalent through experience. At least 7 years of experience in institutional development in Viet Nam. Good communication skills. Experience in implementing communication strategies is an asset. Fluent in writing, reading and speaking both English and Vietnamese. Knowledge of French will be an added advantage. Pro-active in seeking and creating synergy between players; identifying resource persons; contributing new ideas and information on the local context; improving procedures; promoting best practices.
