National Consultant - To Support the Study on Improving the Responsibility and Role of Local Administrative Body Head

The Ministry of Home Affairs (MOHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving PAR efficiency and effectiveness”. The project is funded by UNDP and other donors through One UN Fund. The Detailed Project Outlines (DPO) has been approved by the Government of Vietnam in April 2009. The main objective of the project is to support the implementation of the PAR Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency”. The project consists of 4 main components as follows: 1) Public Administration Reform process management and policy development strengthened; 2) Alternatives public service delivery reforms assessed and piloted; 3) Local government reform; 4) PAR communication/information improved and PAR partnership strengthened.
With regards to Component 3 - Local government reform, the outcome is the study on improving the responsibility and role of local administrative body heads supported. The outcome would create a foundation for changes in the laws and policies to facilitate the continuation of the renovation process and improvement of quality of organization and operation of local government in the coming time. The project will support MOHA to implement Government’s Decision No 53 in relation with Local Government reform, including supports to the study on improving responsibility of the local administrative body heads. Through these supports, lessons learned will be documented and analyzed by the project in order to review, consider and recommend for adjustment of policies, regulations and appropriate decision-making.
In accordance with the DPO and AWP 2009 approved by UNDP and MOHA, the project will provide technical assistance to the Department of Local Government (MOHA) in evaluating and studying the existing systems and regulations on local administrative body head

The project now welcomes CVs from National Individual Consultants to provide consultancy in implementation of the component 2.2. The consultant’s objective is to support the study in improving the responsibility and role of a local administrative body head.
