Mid Term Evaluation Consultant

Locations: My Tho city & Ho Chi Minh City
Duration: The consultancy will be completed within a three-week period with the final report due on 20th January 2010

Background:
HFHV began work in Tien Giang province in 2007. So far, the project has assisted 2,300 families in 15 wards/communes, by improving the quality of shelter, sanitation in individual homes. The improvements are being realized through micro-finance, a revolving loan fund as well as through the provision of technical support services and low cost construction.

The goal of the project is: to improve the quality of housing for the poor, city views and sanitation in 15 wards/communes of My Tho, Tien Giang province.

The project’s objectives are to:
Improve the living standard of 410 households in My Tho via microfinance loans
Raise awareness in the local government and targeted community about safe sanitation practices
Develop & implement appropriate technology for housing improvements & sanitation, which is low-cost, environmentally friendly, local & culturally appropriate
Improve the economic well-being in at least 410 households

The project has received financial support from various sources including Korea International Cooperation Agency (KOICA).  KOICA is the project’s primary donor and has supported the project since 2008.

Scope of Work:

The Midterm evaluation will:
- Assess progress towards achievement of the goal, objectives &  indicators (particularly that of the KOICA 2009 fund).
- Assess if interventions are sufficient to reach desired goal & objectives
- Identify barriers to achievement of the goal & objectives
- Provide recommended actions to guide staff through the next phase of the project in order to achieve stated targets and indicators by project end

The consultant is required to:
- Submit a draft evaluation report within 4 days of completing the final evaluation report.
- Submit the final evaluation report, not to exceed 10 pages, in English & Vietnamese (in Microsoft word and PDF versions) ready for distribution by the consultancy end-date (which will be outlined in the Consultancy Contract between the Consultant and HFHV).
- Work collaboratively with appropriate HFHV staff, travel to project sites and respond to any comments or queries from designated staff regarding the evaluation and report, whilst
- Promote an effective learning experience for the stakeholders through a participatory evaluation process.
Methodology: The consultant will discuss his/her evaluation methodology with the project manager and the monitoring and evaluation manager. Interviews and focus groups with beneficiaries, partners and stakeholders are required. Sources of secondary data will include project documents (proposal, logframe and budget) reports, articles and books, as necessary.  

Consultant Qualifications & Requirements:
The consultant is expected to possess:
Strong research methodology background and extensive experience in designing and carrying out evaluations
Post graduate qualification (Masters Level)
Five or more years of work experience in monitoring and evaluation
Strong written communications skills
