Micro-Finance and CSR Coordinator

Chemonics International, a global development firm based in Washington, DC, seeks a Micro-Finance and Corporate Social Responsibility (CSR) Coordinator for the USAID HIV Workplace Project in Vietnam to help to provide employment opportunities and services for people living with HIV/AIDS and other high-risk individuals.

Estimated Dates: October 15, 2009 – September 30, 2013

Background:
Vietnam is a very low prevalence country with a concentrated epidemic among HRIs. Hence, the USG has called for a prevention approach that prioritizes reaching, partnering with and meeting the needs of most at risk populations (MARPs),. From 2008 till 2013, Chemonics is contracted to implement the USAID HIV Workplace Project, which on reaching workplace settings with a high proportion of HRIs and MARPs particularly Injecting Drug Users (IDUs) and Female Sex Workers (FSWs) in 7 PEPFAR focused provinces (Ha Noi, Hai Phong, Quang Ninh, Nghe An, HCMC, An Giang, and Can Tho). The project combines the development of workplace policies, delivery of supportive health and social services, and economic rehabilitation for HRIs.
One of the key components of the Project is to expand access to employment services to HRIs in order to accelerate their economic rehabilitation. Micro-finance is a key element of the economic rehabilitation strategy. This position will work in collaboration with project partners to strengthen the micro-finance capacity of existing micro-finance programs and to build the capacity of loan beneficiaries to use their loans effectively. The oversight of the Project’s micro-finance activities represents approximately 75 percent of this position.
In addition, the Project works to reinforce CSR to provide supportive, employment support, and training programs newly hired HRIs. This position will also work with project partners to encourage enterprises to provide increased resources for HIV/AIDS programs in the workplace for current and newly hired HRI employees. The oversight of the Project’s CSR activities represents approximately 25 percent of this position.

Principal Duties and Responsibilities

Strategic responsibilitie:
1. Collaborate with local subcontractors and partners, including beneficiary groups, worksites, and support services to increase the capacity of micro-finance among HRIs in target areas.
2. Provide technical support to local partners and end-beneficiaries on micro-finance capacity building in order to implement project activities.
3. Collaborate with local partners to provide increased resources for HIV/AIDS programs for current and new HRI employees.
4. To implementation of the project in compliance with provision of the Project Contract.

Technical responsibilities in the area of Micro-Finance and CSR:
1. Work in both Vietnamese and international organizations based on a participatory approach, and coordinate activities among organizations related to the project.
2. To support subcontractors and project partners in the development of best practice manuals and training materials in relation to micro-finance.
3. Design terms of reference for workshops and trainings, including training curriculum development, and budget estimates for trainings and workshops
a.Identify and keep abreast of existing workshops and trainings currently available in Vietnam to avoid duplication of efforts
4. Monitor consultancies to ensure project activities are effective implemented and are in accordance with Project goals and USAID regulations.
5. Review, edit, and and provide comments on consultancy reports.
6. Follow up on micro-finance activities to conduct data collection for assessments, studies, surveys and the monitoring and evaluation of these activities.
7. Write documents on the progress of the Project’s micro-finance activities, including the work plan, success stories, assessment reports, and quarterly progress reports for internal and external use.
8. Estimate budgets for activities based on proposals and on discussions with counterparts using a participatory methods.
9. Travel outside Hanoi when needed

Operational Responsibilities:
1. Maintain the organization of plans and reports related to projects and programs, keeping program and project administration in order
2. Visit technical meetings and workshops related to the responsible areas
3. Translate and/or supervise translation and distribution of documents
4. Share experience, knowledge and skills with other staff members and support a university level intern who will give administrative support to the program
5. Other duties as assigned.

Qualifications
- University degree in finance or other relevant area.
- At least two years experience working with micro-finance. Experience working with loan beneficiaries and/or loan donors preferred.
- Good English writing and general communication skills.
- Advanced computer skills.
- Ability to be a strong team player.
- Ability or willingness to communicate and work with people from diverse socio-economic and cultural backgrounds.
- Excellent and demonstrated organizational skills, attention to detail.
- Ability to perform well with minimal supervision.
- Present a professional demeanor and exercise professional judgment.
- Ability to prioritize work assignments; capable of making decisions which will foster timely work completion.
- Willing and ability to travel domestically

Reporting
The Micro-Finance and CSR Coordinator will report directly to the Chief of Party.
