Local Consultant for Study: How Do APII and AI Mekong Activities Strengthen Vietnam’s Health System?
This document provides a scope of work for a local short term consultant for the above mentioned study (description of the study is attached as an annex). The local consultant will work closely with the study team leader andproject staff of the USAID-funded Avian and Pandemic Influenza Initiative (APII) at all stages of the study. APII is implemented by Abt Associates Inc.
Study Design: While the study team leader will be responsible for study design, the consultant will review and comment on the design and suggest appropriate changes given the context of the Vietnamese health sector. Study design will be over August 2010.
Data collection tools: While team leader will be responsible for developing the first draft of the data collection tools, along with other team members the consultant will review and comment on the tools and suggest appropriate changes given the context of the Vietnamese health sector. The consultant will also translate the tools into the local language. Data collection tools will be developed and tested during August 2010.
Data collection: Data collection will involve interviews with key informants and key stakeholders. As described in the annex, interviewees will be drawn from project partners, government officials, donors/development partners, and non-government/private sector (a full list of these will be developed during study design in August 2010). Interviews will be conducted in all APII project provinces as well as in Hanoi.
The consultant will be responsible for conducting and transcribing interviews, when necessary in the local language. The consultant will be responsible for providing all interview transcripts, both in the local language and in English. The Team leader will be in Vietnam in September 2010 and expects to conduct interviews in English with some key stakeholders. The Consultant should also be available for these interviews to assist in translation and other arrangements.
Data collection will be conducted over September 2010 and all transcripts provided by the consultant by September 30, 2010. The Team leader is expected to be in Vietnam during September 6-17, at which time the consultant should be available to conduct some interviews jointly, and others independently (those in the local language).
Data analysis and report writing: While team leader along with other team members will be responsible for data analysis, the consultant may need to support some data analysis. The Consultant will also review and comment on study findings and the draft and final reports, and suggest appropriate changes.
Data analysis and draft report will be prepared over October, with a full draft report to be completed by end of October.
Total LOE estimate for consultant: 25 days.
Period of performance: August 15 – October 31, 2010.
