International Consultant Working with CECI

CECI is seeking an International Consultant to support the assessment and documentation of the BCRD project experiences and results to support dissemination of information about the project activities, lessons learned and practices of CBDRM implementation in mountain and upland areas with other government and other development stakeholders. The assignment is expected to take three months. The Terms of Reference include:

1. Prepare a methodology for reviewing the project activities and results, including field site visits and interviews with staff partners and beneficiaries, and carry it out.
2. Develop a format for reporting lessons learned and practices for the purposes of dissemination and information sharing.
3. Produce an assessment of results and lessons learned for at least three topics from which lessons can be drawn and practices on CBDRM in ethnic minority and mountain areas can be drawn (topics are likely to be early warning in upland areas, awareness-raising on disasters in ethnic minority communities, and hazard mapping in upland areas).
4. Oversee the finalization and publication of the documents (to be published in English and Vietnamese; translation and editing of Vietnamese content will be provided by project team).
5. Support the preparation and conduct of provincial and one national workshop on the project’s lessons learned.

Qualifications:
- Knowledge of participatory community development; experience in community-based disaster risk management is an asset.
- A minimum of three years work experience in international development that includes project monitoring and documentation of project results.
- Prior experience producing and publishing quality documents for dissemination to development practitioners and/or government (provide examples if possible)
- Excellent written English language.

Conditions:
The position offers a competitive fee and reimburses local travel costs (all costs for publications and workshops are paid through the project budget; the fee is for consulting services only). The posting is targeted to International Consultants based in Vietnam and so reimbursement for International Travel is not covered.
