HealthRight International is a health and human rights organization working where health is diminished or endangered by violations of human rights and civil liberties.  Reaching out to the most vulnerable and marginalized populations, HealthRight works with local partners to build sustainable access to health care for excluded populations. 

HealthRight is seeking a Vietnamese National for the role of Foster Care Officer. This position will cooperate with Case Management Team and other staff in HealthRight office to implement the foster care model in the project ‘Community – Based Care for Orphans and Vulnerable Children (PCC-OVC)’ in Hanoi.  The Case Management Team (CMT) works to conduct home visits, assessing and catering to the needs of clients, as well as building the capacity of Home-Based Care workers to do the same.

Job Responsibilities and Duties
- Perform foster care assessments and make case plans on both parents and children
- Organize and participate in foster panel meetings
- Comment on and contribute to key project documents such as foster care manual
- Organize trainings and small support groups for foster parents
- Monitor placements
- Participate in national-level foster care meetings as necessary
- Assist in other CMT members’ key responsibilities if needed (M&E, SoS, assisting in organizing and attending case conferences etc)
- Plan team travel
- Attend various trainings/meetings organized by other organizations
- Liaise with partners at all levels implementing project activities
- Keep case records up to date and well-organized
- Encourage referral and continue working to expand network of referral providers

Requirements
- Degree in Social Work, Public Health or related field. Candidates with no tertiary qualifications but extensive relevant experience may also be considered.
- At least 2 years work experience with non-governmental organizations or relevant social service providers.
- Strong ability in written and spoken English a must.
- Prior work in one or more of the following fields a strong advantage: child protection, livelihood support, capacity building, or HIV.
- Highly developed interpersonal, team work and organizational skills.
- Proficiency in Microsoft Suite including Excel and Word.
- Ability to maintain discretion and confidentiality regarding work related issues.
- Ability to travel within the suburb areas of Hanoi.
