External Collaborators

1. Background information:
The project on Women´s Entrepreneurship Development and Gender Equality (WEDGE) is implemented within the framework of the ILO Decent Work Country Programme in Vietnam, contributing to job creation and poverty alleviation through gender equality promotion and local economic development. Its development objective is to contribute to the creation of greater opportunities for low-income women and their families to secure decent employment and income through women’s enterprise development. The WEDGE project in Vietnam is part of the global WEDGE programme, supported by the ILO-Irish Aid Partnership Programme in the period of 2008 – 2011. 
The main outcomes of the projects are as follows:
- An improved enabling environment for women entrepreneurs
- Improved capacity of business development service (BDS) providers to deliver services to women entrepreneurs
- Women entrepreneurs’ income-generating capacity, productivity and competitiveness improved.
- WEDGE project will be implemented in cooperation with the Vietnam Chamber of Commerce and Industry (VCCI) and will operate at the national level and in 2 target provinces of Phu Tho and Quang Nam.

2. Rationale:
In the context of the project’s first outcome as listed above, documentation of methodologies, good practices and lessons learnt on Entrepreneurship Development that benefits both women and men of different stake holders nationwide will give a full picture of entrepreneurship support strategies/activities in Vietnam and their suitability to the development of women entrepreneurs. This will also help to promote and advocate for WED in Vietnam.
The Chief Technical Advisor and the National Project Coordinator in Vietnam have seen the need to hire a sub-contractor or a group of External collaborators to conduct this activity.

3. Terms of Reference:
Under the supervision of the National Project Coordinator, ILO Office in Vietnam proposes the engagement of either a group of 2 external collaborators or a sub-contractor for a period of fifteen (15) days starting from 05 November 2009 to 05 December 2009. The external collaborators will be responsible for the following tasks:

- Map national/international organizations and the information about their projects/activities on supporting entrepreneurship development that benefits to both women and men operating household, micro and small enterprises,;
- Interview, collect information about: methodologies, good practices, tools used, case studies, lesson learnt and pictures in supporting entrepreneurship development that benefits to both women and men operating household, micro and small enterprises with focus on good practices to promote gender equality and specific services provided to starting and existing women entrepreneurs;
- Select and interview their local stake holders and beneficiaries (both women and men) in the field.

Each external collaborator shall be expected to travel to at least two projects’ areas of those who are interviewed, after consultation with the National Project Coordinator of WEDGE on locations.

4. Outputs

The expected outputs to be provided include:
- List of national/international organizations and their project on supporting entrepreneurship development that benefits to both women and men operating household, micro and small enterprise (at least 10 organizations and their projects are listed).
- Report on methodologies, tools used, good practices, case studies and lesson learnt, with focus on good practices to promote gender equality and specific services provided to starting and existing women entrepreneurs, along with illustrated pictures (of beneficiaries, activities delivered etc.) for each explored organization (at least 2 pages/organization). The product should be made available in Vietnamese and written in a CD using MS Word.

5. Timeline and Remuneration
The assignment is expected to take place during November 05 and December 05,2009. A draft product will be submitted by 30 November 2009.

6. Qualification and Experience 
The group of external collaborators/sub-contractor will be expected to have the following minimum qualifications:
- Strong knowledge and experience in Economic and Enterprise Development (especially for micro and small scale)or Gender  areas
- Exposure to communication and knowledge sharing strategies
- Excellent knowledge in Vietnamese
- Knowledge in English will be an asset
- Ability to produce report  in Vietnamese
