Emergency Project Officer

Catholic Relief Services (CRS) is a US non-government organization, operating in Viet Nam with the aim to assist local counterparts building up their capacity in the areas of Agriculture, Education, HIV/AIDS,Counter Trafficking in humans; Emergency and Peace building. Reflecting our commitment to carry out quality programming to benefit the poor, we are now seeking qualified and dynamic Vietnamese candidates for the following position:

KEY WORKING RELATIONSHIPS
Internal:     Country Representative, Head of Programs, Program Managers, Admin and Finance staff, Program staff in disaster-affected provinces
External:     Project partners and consultants, Donors, NGOs

PRIMARY FUNCTION
Provide coordination and technical support to the implementation of Emergency and Disaster Mitigation projects, particularly response and recovery to Typhoon #9 (Ketsana) planned in Quang Nam and Binh Dinh provinces. Between 50-75% travel is expected at least in early stages of response. This position begins in October 2009 for a period of 6 months minimum, extendable based on performance and need.

SPECIFIC RESPONSIBILITIES
Activity Implementation: Cooperate with counterparts to facilitate the implementation and monitoring of planned Emergency program activities. Contribute to coordination of procurement / contracting as is required with CRS/Vietnam Admin, Finance and Human Resource departments.
Project Quality: Support development of project quality and monitoring through coordinating with partners and project participants, regular site visits, meet with project counterparts and participants to monitor quality or implementation of activities, maintain feedback mechanisms with CRS and partners, report against all monitoring activities, verbally and in writing. Coordinate with partners to strengthen and monitor again project indicators. Coordinate with partners to further develop quality of activities implemented through following up on monitoring activities.
Partner Relations: Develop and maintain positive working relations with relevant government bodies, international organizations, civil society organizations and local partners in consultation with Supervisor. Coordinate planning, implementation and monitoring activities and finances with partners.
Construction Contracts Management and Oversight: Review technical designs and cost estimates and give feedback and recommendations as required. Prepare drawings, bill of quantities required for construction activity in coordination with the Program Manager. Prepare Construction contracts; Monitor implementation of construction activities through recruiting supervisors to monitor construction company activities, oversee approval of completion of construction project activities, Visit regularly at all phases of work project sites, Coordinate work and project implementation with Communities / Local Government partners, Review project implementation and timeframe against planned activity, Trouble shooting as necessary. Communication with contractors, partners and CRS staff for successful activity implementation.
Consultancies:  support in  consultant recruitment in consultation with supervisor. Support Emergency Program Manager in supervising planning, work outputs and personnel management of consultants, monitoring effort, impact and reporting of consultants and counterparts funded under Emergency projects; oversee all technical assistance consultancies for Emergency projects.
Training Needs: Survey training needs and develop training program on Emergency Preparedness, Community Based Disaster Management and Participation in Infrastructure Quality for beneficiaries and counterparts.
Logistics and Administrations: Provide logistical and planning support to for implementation of Emergency project activities, field trips, and visits. Participate in development and maintenance of administrative systems including, but not isolated to filing, both paper and electronic documents; the project calendar; translation.
Project Planning: Participate in development of the Annual Implementation Plan; quarterly and monthly activity plans for the Emergency program.
Finance: Request and maintain all Emergency program financial documentation in a clear, accurate system of recording. This includes, but is not limited to advances, liquidations, payments requests and consultant payments. Provide support in preparation of documentation for counterpart advance, liquidation and filing / tracking all counterpart records.
Reporting: Regular recording and reporting of activities, field trip, and meetings. Compile monthly project update for the Emergency activities. Provide input and support for preparing progress reports.
Advocacy: Attend relevant external meetings and networking activities related to Emergency and Disaster Mitigation, maintain media files and resource library
Program Exchange of Experience / Compiling Lessons Learnt: Participate in designing and implementing program learning events.  Ensure effective recording and dissemination of results of all experience sharing activities. Contribute to designing systems to compile and disseminate best practice with other staff.
Program Assessment:  Identify assessment priorities.  Participate in the development of baseline, rapid and participatory assessment tools.  Coordinate all fieldwork.  Coordinate and participate in analyzing assessment findings and report writing.
Program Development: Contribute to development of new projects and proposals as requested by supervisor.
Strategy Planning: Contribute to strategy planning and program development within the Emergency program and CRS/Vietnam.

Other: Troubleshooting and other tasks as necessary, Emergency program activities projects as requested by the Program Manager, and the Country Representative.

Qualifications:
1. University Degree in agriculture, construction or relevant field.
2. At least three years professional experience
3. Experience in working for NGO is preferable
4. Experience in Project Management
5. Good written and oral communication skills in English and Vietnamese.
6. Willing to travel to project areas.
