District National Expert

Project Background
After a Multi-Sector Rural Development Project (2002-2007) in Quy Chau district, Government of Vietnam, Nghe An Province and Kingdom of Belgium have agreed to implement a second project in the same district. This project would however have a different focus and implementation modality. The project will be implemented through national execution modality and will primarily focus on assisting the provincial government in translating Public Administration Reform (PAR) policy related to decentralized planning, budgeting, implementation and monitoring and evaluation in to concrete actions. It will also provide resources, guidance and capacity development to the district and communes to practice the decentralized approaches.
The specific objective of the project is to strengthen the institutional capacities of local governments in decentralized development planning, budgeting, monitoring and evaluation, implementation and public service delivery in accordance with public administration reform.
The project has a duration of 4 years, starting from 3rd September, 2009.
The project will be in line with the harmonization and alignment process of the Vietnamese procedures and regulations and be implemented under National Execution modalities. From Belgian side, the Belgian Technical Cooperation (BTC) is assigned by the Belgian Government to implement and follow-up the project.
The Project Management is set-up at 2 levels: Nghe An province and Quy Chau district, whereby at each level a project management unit is composed of the National Deputy/Director and his supporting staff seconded from government agencies, including Accountants, Administration and Secretary staff. At the provincial level, the project office is located at Department of Planning and Investment. Similarly, a project office will be provided in Quy Chau District.

In addition, a Supporting Unit is set-up to support to the project management, consisting of an International Chief Advisor, National Experts and Interpreters at Provincial and District levels.
  
The current TOR is developed for the position of National Expert at District level, herein so called DNE for short.

Specific Duties and Responsibilities
- The NDE will assist the Project Coordinator the daily management of the project activities at Quy Chau district and communes levels, report to PMU the Project Deputy Director and the Project Coordinator the project progress and the outputs of activities at district and communes levels.
- The NDE will assist to coordinate activities with all relevant district agencies and all the communes within Quy Chau district; to work with the communes people’s committee to formulate, implement the Social Economic Development Plan;
- Support communication and information exchange between communes;
- Develop an annual, quarterly and monthly work plan to the PMU district;
- Follow-up and assist functioning of District Working Group and Commune Working Groups;
- Carry out administrative activities, interpretation/translation when necessary and other tasks when the director / deputy director / coordinator of the project delivery.

Qualifications:
- Being Vietnamese
- Proved experience in participatory planning and implementation procedures; good knowledge of institutional functioning, especially at district and commune level.
- Good skills to ensure on the job training and process guidance.
- Good communication skills.
- Fluent writing, reading and speaking skills in English and Vietnamese.
- Relevant degree in public administration or related fields;
