Deputy Project Manager

Lux Development has recently launched a new health project in Vietnam which will run for three years (until mid-2013). Project VIE/027, titled, “ Support for Health Care Policy for the Poor in Cao Bang and Bac Kan”, aims to reduce socio-economic inequalities in health status and health service utilisation by helping to inform pro-poor policy and practice at the national level and by strengthening health services and increasing health service utilisation for the poor at the provincial level.

There are two posts available in their two Technical Task Force Offices in Cao Bang and Bac Kan. The vacancies are for the post of Deputy Project Manager (DPM). The successful applicants will be key members of a small Technical Task Force (TTF) working in each Province to deliver a range of interventions designed to improve the health of the poor. The DPM will play a lead role in helping the project Chief Technical Advisor to plan, implement, monitor and evaluate a wide range of health interventions. The project calls for a background in health and a good understanding of national health policy. Ideally, the successful applicant will have a medical degree, but applicants with a solid background in nursing or public health will also be considered. Excellent English language skill are required as the position entails close liaison between the TTF and the local Project Management Unit (PMU) located within in the Provincial Department of Health (PDOH).

Profile:
- Strong orientation in primary health care and public health with either a medical degree or a back ground in nursing or public health
- At least 5 years relevant experience in public health and primary health care.
- Excellent speaking, reading, and writing English skills.VACANCY ANNOUNCEMENT
- Experience in project management methods and ideally, experience of working with development agencies and government health services.
- A strong grounding in health research methods and research management.
- Familiarity with tools and techniques of health needs assessment.
- Experience in monitoring and evaluation and a familiarity with performance measurement and performance indicators.
- Experience in competency based training for primary health care staff.
- A high degree of numeracy and computer literacy with a good working knowledge of common computer applications (especially spreadsheets).
- A good understanding of the Vietnamese health sector and of ongoing policy issues therein.
- Strong advocacy skills and experience of working effectively with senior personnel from government and international development partners
- Excellent communication skills
- Innovative and creative, team player
- A willingness to relocate to Cao Bang or Bac Kan and to undertake project travel duties within the country

Ideally, the posts will be filled by applicants in mid-career with a solid track record of achievement in the field listed above. However, applications are also  inivited from exceptional candidates at an earlier career stage who might not met all the requiirements listed above. 
Duration of contract: One year, renewable (with two-month probation, maximum four years)
