WWO’s mission is to transform the lives of orphaned children around the world. WWO is a U.S.-based NGO that provides medical and psychosocial care and treatment, and educational and arts programs for orphaned and vulnerable children, including those living with HIV/AIDS.  In Vietnam, WWO currently works with children in orphanages at Tam Binh 2 in HCMC, Vung Tau, and Social Labor Training Center #2 in Ba Vi.  WWO staff physicians support physicians and nurses at the orphanages in clinical management for palliative care and ART treatment for children, including treatment of opportunistic infections.  WWO brings experienced doctors with extensive pediatrics HIV/AIDS treatment experience to mentor health professionals in Vietnam.  WWO provides psychosocial services to help children in their development, which aim to address the developmental and psychological effects of HIV and institutional care.  WWO has programs to help integrate HIV infected and affected children into the community and public school, and to reduce stigma and discrimination against people living with HIV/AIDS.  WWO is expanding its programs in capacity building for social workers and child caretakers, and support of networks to support children and families.

Key Responsibilities:
- Coordinate implementation of psychosocial and medical programs
- Support Country Director to develop long-range strategic goals and strategies consistent with the mission and capabilities of WWO and develop short-range goals for WWO in Vietnam
- Identify opportunities to collaborate with others and leverage resources
- Maintain and improve operating procedures for the organization in Vietnam
- Implement WWO policies and procedures
- Coordinate with Country Director to prepare periodic budgets and reports to head office and donors
- Support Country Director in financial management and fiscal administration, ensuring compliance with proper accounting procedures required by Vietnamese laws and funding sources
- Report regularly to Country Director about progress towards organizational objectives, financial status of organization and other issues of concern to WWO
- Monitor all contractual agreements and the degree to which terms are met
- Human resource management. Ensures WWO is adhering to labor regulations and Vietnamese operational protocol. Monitor how employees are fulfilling their duties as identified in their job descriptions
- Ensure WWO Operating License is current and work to obtain Project License
- In Country Director’s absence, Deputy Director will assume line management responsibility of administrative and program personnel.

Employee Qualifications:
- Bachelor’s degree required.
- Master’s degree in Social Work, Public Administration or related field preferred
- At least 5 years experience in management and administration, with demonstrated managerial skills
- Experience in management and administration in a foreign funded project. Experience with PEFPAR/USAID funding highly desirable.
- Monitoring and evaluation skills desirable.
- Excellent organizational, analytical and problem-solving skills, and attention to detail
- Demonstrated capacity to effectively communicate via writing, public speaking and interpersonal interactions.
- Demonstrated ability to effectively interact with community organizations, government officials, corporate executives, general public and staff.
- A spirit of achieving excellence and team building
- Good command English and Vietnamese skills in reading, writing, speaking and listening comprehension
- Advanced skills in MS Excel, and proficiency in Word and Power point
