Consultants for Baseline Survey on Gender and Domestic Violence Issues

I. Back ground and rationale:
Nordic Assistance to Vietnam (NAV) was established in 1994 as a consortium of three Nordic Non-Governmental Organizations. NAV’s three main program areas are community development, gender-based violence and HIV/AIDS. Under the theme Gender Based Violence, NAV will, in 2010 – 2012, continue the implementation of the project on “Promote gender equity – reduce domestic violence” in rural communes of TT Hue and Quang Tri provinces and expand the project to new areas of semi-urban setting in Da Nang and Hai Phong.
NAV is therefore seeking to recruit a consultant with substantial experience with gender and domestic violence issues and baseline data. The consultant will be responsible for conducting one baseline study on gender equity and domestic violence in selected districts and communes of Da Nang and Hai Phong.

2. Purpose
Collect and analyze the data, set up baseline data system which will serve as baseline information for future evaluations of program impact.
The target groups of the project are:
1. Local people and communities including families affected by domestic violence and their neighbors.
2. Local authorities
3. Partners i.e. Women’s Unions
Key issues to be addressed are:

1. KAP analysis (Knowledge, Attitude and Practice) of each of the three target groups with regards to:
Gender equality
Domestic violence and conflict resolution in families
HIV/AIDS
Substance abuse (i.e. excessive drinking and drug abuse) and links to violence towards women and girls.
Relevant laws

2. Current involvement and types of action taken to:
Resolve domestic violence
Support women and children affected by domestic violence
Promote gender equality within local communities and government bodies.
Integration of gender issues in plans and budget.

3. Expected process:
1. Desk-analysis of available material on gender equality and domestic violence in Hai Phong and Da Nang
2. Field study
3. Data processing
4. Writing report

4. Time frame:
Deadline for application: 6 August 2010
Deadline for recruitment process: 20 August 2010
Survey: 20 August – 10 October 2010

5. Qualifications:
1. Master degree or PhD in gender/sociology or a related field.
2. Experience on conducting baseline studies, M and E.
3. Knowledge on legal framework of Vietnam related to gender equity and domestic violence
4. Experience on working with local authorities
5. Proficiency in reading, writing and understanding English.
