Consultant for External Mid-Term Review

ActionAid International Vietnam (AAV) is a part of ActionAid International (AAI), a unique partnership of poor and excluded people, organisations, and social movements committed to fighting poverty and injustice. Since the start of work in Vietnam from 1989, in responding to the Hunger Eradication and Poverty Reduction Campaign initiated by the Vietnamese Government, AAV Programs have reached the poorest communities and marginalized people and have contributed significantly to the socio-economic development of Vietnam.
Disaster Risk Reduction is one of the first priorities set by ActionAid with a ‘People Centred Approach’ which puts communities at the centre for identifying local hazards and reducing risks. Specifically, the AAV pilot project supported by DIPECHO in Ha Tinh province in 2005 has made a lasting experience on DRR in the Vietnam context. The results of this initiative have also created a sustained demand to broaden the coverage of the program to neighbouring communes and other affected areas. Since then, AAV has been working on the issue of flood response and long-term development in areas that are most susceptible to floods and it has highly successful in generating a strong community response and participation during emergencies.

The Project “Building resilience of vulnerable communities living in Disasters prone communes in Ha Tinh province” (or DIPECHO II Project for short) has the Start date for eligibility of expenditure as of 1st September 2008 and is funded by the European Commission Humanitarian Aid Office and ActionAid. The Project coverage is in Duc Giang and Duc Bong communes of Vu Quang district, Ha Tinh province.
As our workplan there will be a requirement for a consultant to compile Documentation of Good practices & Dissemination therefore we are seeking for a Consultant (Vietnamese nationality) to handle this task. We invite you to submit expression of interest and proposal for

Requirements:
This is a kind of Disaster Risk Reduction project therefore it requires a Consultant with sound knowledge and good experiences both in the humanitarian field and in disaster reduction or related disaster management field of work and the humanitarian aid activities.
Required professional qualifications: Post graduate level is not required but preferable and previous experience working with AAV is an added value. The ideal candidate will have at least three years research experience and work experience in international and rural development, working experience in poverty reduction including extensive knowledge and experience in the disaster risk reduction and disaster preparedness areas.

Your proposal will be evaluated upon the following criteria:
- The qualifications and competences of the candidate.
- Reliability, experience and capacity in similar field of the assignment.

- The costs effectiveness of your service proposal.
