Consultant for Designing and Integrated Financing Strategy for Sustainable Land Management

Background
The Global Mechanism (GM) was established under the authority of the Conference of the Parties (COP) of the United Nations Convention to Combat Desertification (UNCCD). The GM acts as a hub for a dynamic network of partners, committed to focusing their energies, resources and knowledge on mobilising finance for combating land degradation.
Viet Nam is a signatory to the UNCCD and has prepared its National Action Programme to Combat Desertification (NAP) for 2006-2010 with an overall vision for 2020.  The NAP process is intended to lead to the formulation of strategic and technical recommendations for halting and alleviating the impact of land degradation through the identification of a long-term programme to address the root causes of land degradation which has major socio-economic impacts on the national economy, as well as on the livelihoods of rural communities.

The GM is supporting Viet Nam with UNCCD implementation through the development and implementation of an Integrated Financing Strategy (IFS) for Sustainable Land Management in the provinces of Ninh Thuan and Binh Thuan. The GM is working under the guidance of the Department of Science, Technology and International Cooperation (DoSTIC) of the Directorate of Forestry of the Ministry of Agriculture and Rural Development (MARD).

Expertise
As a means to develop the IFS, the GM and the DoSTIC are seeking to recruit a highly qualified team of national experts. The following are the expertise being recruited:
- Planning and Finance Expert
- Agriculture Sector Expert
- Water Sector Expert, and
- Forestry Sector Expert
 
The experts should have the following general qualifications, while the specific qualifications are listed under Section 10 of the detailed Terms of Reference (TORs):
- Experience in environmental and rural development. The experts should be well versed either in the UNCCD and NAP implementation processes, or any other Multilateral Environment Agreement (MEA) process;
- Highly familiar with the Viet Nam context in relation to environment and natural resources management, legal and policy frameworks, national and international stakeholders, and financing schemes;
- Experience in drafting strategies, and undertaking consultative approaches, participatory planning and partnership building;
- Excellent communication and reporting skills in Vietnamese and also, preferably in English.

Fee Rate and Recruitment
The Fee Rate of each consultant will be determined by the Global Mechanism based on their respective qualifications and work experience. The total remuneration of each consultancy could go up to respectively USD 12 000 with relation to the Planning and Finance Expert and USD 10 000 for the Forest, Water and Agriculture Experts. The consultants will be issued contracts by the Global Mechanism on a lump-sum basis and shall include health insurance for on-the-job related injuries or health related complications for the duration of the consultancy.
