Locations: Ho Chi Minh City, Long An & Dong Nai

Projects’ Goal:
To realize a world where everyone has a decent place to live, through the provision of adequate, disaster resistant, housing, water and sanitation solutions. Projects to be located or expanded in Ho Chi Minh City & Long An will provide microfinance loans to low income households with housing, water and/or sanitation needs, who are willing to partner with Habitat for Humanity Vietnam in the execution of the project.

I. SURVEY OBJECTIVES:
This baseline survey has the following objectives:
1. To collect data that will further inform program managers in planning of the project
2. To serve as the first measurement of indicators
3. To establish further indicator targets, which will be used to measure the projects’ performance

II. ROLES AND RESPONSIBILITIES:
The consultant will be responsible for providing 1) input on the baseline survey development & will work along side HFHV staff during this process, will carry out: 2) training of enumerators, 3) collection of data 4) data analysis 5) report writing, and 6) overall quality assurance. The consultant will author a baseline survey report, and will lead the survey team through the design of the survey guidelines and tools and its implementation including:
- Proposing a type of study design
- Contributing to the development of the questionnaire
- Proposing a sampling methodology (sample size calculation)[email protected]
- Using SPSS, or other similar software, for data input & analysis
- Selecting and training supervisors and interviewers including Habitat for
- Humanity Vietnam staff.
- Supervising all field activities including data collection, entry, and analysis.
- Cleaning and analyzing the data
- Writing of draft and final reports
   
III. DELIVERABLES
Deliverables will include the following:
- Survey guidelines – contributing to the questionnaire, sampling methodology, sample selection criteria alongside HFHV staff, and fully carrying out the data collection, data entry and data analysis
Interviewers and Supervisors training
- Survey schedule – including daily data input protocols
- Update on survey progress at the halfway point of the survey
- Data analysis summary (frequencies and tables)
- Database cleaned and ready for further analysis according to project needs
- Draft survey report in electronic form in both English and Vietnamese
- Final report in electronic and hard copy form, incorporating Habitat for Humanity
- Vietnam’s comments in both English and Vietnamese

IV. BASELINE SURVEY TEAM COMPOSITION AND RESPONSIBILITIES:[email protected]
According to the characteristics of the baseline study, the following should compose the Baseline Team:
a. Field Data Collectors (enumerators)
b. Field data collection supervisors
c. Data entry clerks
The core responsibility of the Baseline Team will be to provide technical and strategic support to the consultant during the implementation of the baseline survey.

V. CONSULTANT EXPERIENCE & COMPETENCIES
- Degree in development studies, public health, statistics or related field
- Broad experience in survey fieldwork (data collection, validation, entry and analysis)
- Experience in leading teams implementing surveys in the field (training, field logistics, human relations, teamwork)
- Prior experience working with USAID, DFID, CIDA, SIDA, AusAid funded projects is preferred
- Knowledge and understanding of Vietnam’s environment and culture
- Excellent speaking & writing skills in both English & Vietnamese
- Must travel to field sites during the fieldwork phase
- Experience using SPSS or other similar software, where data can easily be transferred to SPSS

VI. Proposal Contents and Evaluation Criteria

1. Technical proposal (10 pages maximum) - the technical proposal should reflect how the consultant will undertake all of the tasks in the TOR, and demonstrate clearly how
information on the different selection criteria will be presented.
