Consultancy for Proposal Writing

CeSVI, Italian NGO working in Vietnam since 1991 in different fields, is seeking a qualified Vietnamese national for one Consultancy for Proposal Writing

TERMS OF REFERENCE

Closing date: 17 May 2010
Location: Vietnam – Hanoi

The main purpose of this assignment is to work with CESVI Vietnam country office to develop a full funding proposal to be submitted to the EC under the local call for proposal for Non State Actors and Local Authorities in Development. Under the guidance of the SE Asia Desk Officer in HQ and the Country team in Hanoi, the Adviser will prepare a full proposal, budget and attachments in line with the EC’s requirements and CESVI programmes.

RESPONSIBILITIES
The successful consultant should be able to become rapidly familiar with:
- CESVI’ s Vietnam Programme Framework;
- Current programmes and strengths in Medical Equipment Maintenance and Repairing;
- Requirements of writing a proposal for the EC.

Writing/Editing:
- Write all sections of the proposal;
- Edit and incorporate the input of the Vietnam office members and/or partner agencies into the proposal;
- Ensure that the tone, content, and design of the proposal correspond to the requirements of the EC;
- Deliver a quality product against a tight schedule;
- Liaise with CESVI Financial department to ensure coherence between narrative and budgetary elements in the proposal.

NATURE OF ASSIGNMENT
Office-based work in Hanoi with relevant external meetings.

For the preparation of the full proposal, the adviser is requested to meet all relevant parties and involve them in the process

All deliverables shall be submitted electronically, in Word or Excel format as per CESVI regulations.

Profile:
- Vietnamese national;
- Demonstrated experience in writing winning proposals to EU, or other international donors;
- Excellent English writing and editing skills;
- Strong organizational skills;
- Ability to work under pressure and extreme time constraints;
- Strong interpersonal skills and the ability to work well within a team.
- Experienced/background in MEMR will be an advantage;
