Consultancy for Project Evaluation of Congenital Differences (CD) Project, Thua Thien Hue, Vietnam

I.Background
The CD project has been active in provincial Vietnam since 2008.
The project is working in Mother and Child Health (MCH) and aims to reduce disability through primary prevention by improvement of preconception and newborn care. Furthermore, the project aims to reduce disability through secondary prevention by improvement in newborn screening, early detection and early intervention of newborn and childhood disability.
Handicap International Vietnam has one other MCH project. Some activities have been replicated in both projects, while some activities remain the focus of one project only. Handicap International Vietnam will present one reproducible model of Mother and Child health care to the Vietnamese Ministry of Health in 2013.

CD project is ready to invite an external person or persons to evaluate the project in late 2010. The aim is to orientate the project for the next three year phase of implementation and to provide critical feedback on the project implementation thus far.

II. Objectives of the Evaluation
1) To qualify and quantify the overall impact of the CD project
2) To determine the appropriateness, relevance and effectiveness of project strategy, objectives, and activities and the extent to which proposed objectives and outputs have been achieved
3) To provide an assessment of the impact and effect on beneficiaries
4) To provide critical examination of strengths and weaknesses, as well as recommendations for improving the project’s ability to achieve its goal of producing a reproducible model for prevention, detection and intervention for childhood disability.

III. Desired Results of the Evaluation
1) The evaluator will produce a final evaluation report discussing findings related to the above mentioned objectives and recommendations for the on-going strengthening of the CD project.  
2) The researcher will organize a one day workshop to inform program staff and the partners of the preliminary findings and recommendations of the research. 

IV. Qualifications
- Minimum undergraduate degree in public health or disability or MCH field, graduate degree preferred
- At least 5 years experience in health development project evaluation
- Knowledge of Vietnamese Mother and child health and childhood disability landscape
- In depth knowledge and demonstrated experience of carrying out in project impact assessment in mother and child health and disability in Vietnam
- Strong data gathering, report writing, and presentation skills
- Strong skills in written and spoken English

V. Proposed evaluation timeline:
10 days for desk research, meeting partners, report writing, and workshop and 05 for field trips to rural and mountainous regions within the period from 11/10 to 18/12/2010

A proposed timetable (to be agreed and validated with field teams and partners).
