UNICEF Viet Nam is looking for suitable Vietnamese Nationals to fill the following posts:

1.Post Title: Communication Specialist

Summary of the Post:
Under the direct supervision of the Communications Liaison Officer, and overall guidance of the Chief, One UN Communications Manager, provides input and coordinates the planning, execution and monitoring of the Advocacy, Media & External relations agenda in support of the work of larger One UN Communications team  which serves the UN-wide, One UN and specific communications agenda’s for participating agencies, with a specific focus and knowledge on programme areas related to the work of the assigned agency and Project Coordination Groups (PCGs).
The Communications Specialist will provide technical guidance and advice to the Communications Officers (one from UNICEF and one from UNDP).

Major duties and Responsibilities:
1. Delivers input to the development of the UN-wide, One UN and advocacy and communication strategy with a specific focus on programme areas related to the assigned agency and/or PCGs. Identifies effective communications strategies, manages and facilitates the implementation.
2. In close consultation with the Communication Liaison Officer, monitors and evaluates activities and products from the Advocacy, Media & External Relations team, consistently aiming at high quality and timely delivery. Ensures accurate and timely reporting to the CLO on progress made.
3. Provides technical support and guidance to the work of Communications Officers (NO-B). Identifies, recruits and supervises technical resources and consultants as necessary for the above activities.
4. Develops an annual media plan for the team, maintains close collaboration with mass media, as well as with groups and organizations whose support is essential to the achievement of advocacy and communication objectives, and provides guidance and advice to the team’s media strategy and outreach activities.
5. Drafts, edits, reviews and ensures accurate translations of advocacy & communication materials for web-based and traditional media, briefings and visits of media, goodwill ambassadors, donors, national committee representatives and other special interest groups. 
6. Oversees the planning, logistic and administrative arrangements and helps organize special events and activities to promote country programme goals.
7. Monitors the public perception of the UN in Vietnam and the assigned agency/PCG and recommends appropriate action to maintain a positive image for the organization(s).
8. Facilitates and organizes learning events on communication related issues for all UN Staff, or communication colleagues.

Qualifications:
- Master’s degree or equivalent in Communications, Journalism, Public Relations; or equivalent professional work experience in the communication area, combined with a university degree in a related field.
- Five years progressively responsible work experience in the planning and management in communication, print and broadcast media or interactive digital media, at either the national or international level.
- Knowledge of current theories and practices in communication research, and the role of mass media;
- Ability to research, analyze, evaluate and synthesize information;
- General ability to draft clearly and concisely ideas and concepts in written and oral form; specific skills in writing press releases and articles/stories for traditional and electronic media;
- Supervisory and managerial skills;
- Proven ability to effectively manage relationships with media representatives, government officials and other partners;
- Proven ability to work as part of a team;
- Excellent interpersonal, communication and negotiation skills;
- Ability to organize and implement training and facilitate group processes;
- Excellent organizational skills;
- Ability to plan, manage and work in high-pressure situation under tight deadlines.
- Excellent written and oral communication skills in English and Vietnamese;
- Excellent knowledge of computer systems and Microsoft Applications. An excellent command of internet navigation, Word Processing, PowerPoint, database search and interactive digital media;

2. Post Title: Senior Programme Assistant (CSD Section)

Summary of the Post:
Under the general supervision of the Head of the Capacity Development and System Strengthening (CDSS) unit, Child Survival Development (CSD) section, performs a variety of information collecting, monitoring, technical and administrative services of moderate scope and difficulty in support of the Child Survival and Development programme.

Major duties and Responsibilities:
1. Collects, registers and maintains information on the CDSS components under the Child Survival and Development Programme by reviewing reports and through first-hand sources. 
2. Contributes to the preparation of status and progress Senior Programme Assistantreports by providing information, preparing tables and drafting selected sections of it.  Prepares background material for use in discussions and briefing sessions. 
3. Arranges for the recording and administrative processing of government requests for assistance.
4. Initiates correspondence with counterparts to verify data, answers queries and obtains additional information on accounts and financial transactions.
5. Monitors selected activities by reviewing a variety of records, including control plans, progress reports, project inputs, budget and financial expenditures.
6. The monitoring part will include some field visit monitoring activities.
7. In co-ordination with Operation section to advise and assist section staff, consultants and vendors on all aspects of operational guidelines and resource transfer modalities including allowances, salary advances, travel claims and other financial matters and calculates payments due for claims and services. Monitors project/programme activities by reviewing a variety of records, including control plans, progress reports, project inputs, budgets and financial expenditures. 
8. Maintains financial records of the CDSS component of the CSD programme for classification and recording of financial transactions and prepares financial data for budget estimates, financial planning, donor report. Identifies potential funding problems by reviewing a variety of records, including ProMS data-base, progress reports, project inputs, budgets and financial expenditures.
9. Carries out specific administrative operational/control and monitoring tasks for programme activities. This can include field visits to project sites.
10. Performs other duties as required. 

Qualifications:
- Good education background, preferably supplemented by technical or university courses in a field related to the work of the organization. 
- Seven years of progressively responsible clerical or administrative work, of which at least one year was closely related to support of programme activities.  Good organizational skills required.
- Good interpersonal skills
- Excellent written and oral communication skills in English and Vietnamese
- Computer skills, including internet navigation and various office applications
- Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization

3. Post Title: Programme Assistant (Child Protection Section)

Summary of the Post:
Under the overall guidance of the Child Protection Specialist, Child Protection Systems, provides programme administration support to ensure the efficient and effective implementation of the section-wide Child Protection programme. The post provides administrative and translation services of moderate scope and difficulty in support of programme activities.

Major duties and Responsibilities:
1. Assists in the administrative process of government requests for assistance and preparation of CRQ/SRQs, and PRQs made against CRQs; drafts TAs and monitoring inputs, budgets and financial expenditures for the Child Protection Programme. Assists the three Project managers in processing DCT and liquidations, monitoring of DCT and supplies, and the implementation of project.
2. Organizes data and information, prepares and maintains records, documents and control plans for the monitoring of project/programme implementation. Reviews plans of operations, exchanges of letters and takes appropriate follow-up action.
3. Contributes to the drafting of correspondence, preparation of reports, project documents and submissions to Governments by providing information, preparing tables and drafting relatively routine sections. Prepares background information for use in discussions with Governments and other organizations. Participates in the meetings, briefing and debriefing of project personnel and drafts the minutes.
4. Supports preparation and implementation of training, especially on financial management, HACT, liquidation and implementation of audit recommendations. May be required to carry out specific administrative operational/control tasks for project/programme activities.
5. Supports monitoring of project activities by reviewing a variety of available records from provincial reports and through field visits to project sites.
6. Maintains an effective filing system for the Child Protection Section in close cooperation with the Administrative Assistant and other Project Assistants. Translates relevant documents (from English to Vietnamese and vice versa) relating to Child Protection Programme. Provides translation services to the Child Protection Programme in meetings and discussions.
7. Performs other duties as required.

Qualifications:
- Good educational background preferably supplemented by technical or university courses related to the development work – financial management, accounting, project management, monitoring.
- Six years of progressively responsible clerical or administrative and accounting work, of which at least 2-3 year closely related to support of programme/project activities.
- Exposure to work in the area of Communication is desirable.
- Good communication skills.

4. Post Title: Communication Assistant

Summary of the Post:
Under the supervision of the Chief of One UN Communications Team, performs secretarial functions in support of the activities of the One UN Communications Team.

Major duties and Responsibilities:
1. Provides support to event organization (press conferences, launches, visits, BBL, interviews, etc) in areas of invitations, logistics, appointments, scheduling, bookings and other necessary administrative support.
2. Arranges meetings and visits, both internal and external, some involving high-ranking officials, donors and celebrities. Takes minutes and/or notes at meetings. 
3. Coordinates external dissemination of publications and internal dissemination on a routine basis of internal communications tools such as WMN and OTK to all UN staff.
4. Receives, screens, logs and routes correspondence, attaches necessary background information and maintains follow-up system and undertakes basic filing (physical and digital).   
5. Maintains contact lists of names, addresses and telephone numbers of media houses, UN communication focal points, key counterparts and relations.
6. Prepares informal translations and may act as interpreter.
7. Maintains leave and travel schedules and meeting calendars for the One UN Communications Team. 
8. Arranges appointments and maintains supervisor’s calendar, receives visitors, places and screens telephone calls and answers queries. 
9. Carries out UNICEF specific administrative operational/control tasks for project/programme activities (payments, contracts and supply).
10. Maintains travel and leave schedules of the One UN Communications Team and prepares necessary administrative forms for supervisor’s signature.
11. May provide guidance to other secretaries. 
12. Performs other assistance duties, as required. 

Qualifications:
- Good education background, preferably supplemented by technical or university courses in a related field to the work of the One UN Communications team.
- Five years secretarial and administrative experience. 
- Excellent knowledge of the working language of the duty station; good knowledge of a second language may be required. 
- Excellent interpersonal and communication skills; excellent organizational skills;
- Ability to plan and work in high-pressure situation under tight deadlines;
- Proven ability to work as part of a team
- Excellent written and oral communication skills in English and Vietnamese
- Computer skills, proficiency and proven ability to operate with Microsoft Office applications, database, email and internet;
