Climate Change Specialist
The Vietnam-Canada Program Support Unit (VC-PSU) is a Canadian International Development Agency (CIDA) bilateral project. Its purpose is to provide support to CIDA’s development assistance program in Vietnam in order to maximize the development results and impact of the program. The PSU provides specific support in the areas of program analysis, planning and delivery, as well as administrative and logistical support to CIDA.
The VC-PSU requires the services of a Climate Change Specialist to assist CIDA’s participation in policy dialogue on climate change with a specific focus on agriculture and provide advice to CIDA mainly in the following areas: land use planning, sustainable agriculture ecosystems, water resource management, natural disaster prevention and agriculture production and food security..
This is a part-time position for the period between November 2010 and March 2011, with the possibility of extension.
Key Responsibilities:
- Support CIDA by providing technical expertise and advice to the Government of Vietnam on CC-related policy issues
- Proactively advise CIDA on current or emerging climate change issues as they relate to agriculture and food security in Vietnam;
- Provide CC related research and analytical input to CIDA programming in agriculture and food security in Vietnam;
- Collect data related to climate change/agriculture/food security and draft analytical reports/briefings as required;
- Attend, and assist in preparing CIDA’s position for, climate change/agriculture/food security partnership groups/working groups and policy dialogue;
- Maintain an overview of ODA-financed climate change/agriculture/food security projects and donor practices, highlighting lessons learned, challenges and emerging trends and identify programming opportunities which may be of relevance to CIDA;
- Undertake travel to provinces as required;
Key Requirements
- An advanced degree in agriculture, environment, ecology or related fields
- Minimum of 5 years of relevant working experience in the formulation and implementation of climate change-related policies, programs and projects, research, analysis, policy advocacy and monitoring and evaluation in Vietnam;
- Excellent understanding of socio-economic and climate change issues in Vietnam;
- Demonstrated experience in conducting climate change/food-security-related analyses in policy development and planning;
- Excellent analytical skills, as demonstrated through a track record of qualitative and quantitative research;
- Strong interpersonal skills, and demonstrated capacity to network and work with a wide range of stakeholders including government (Vietnamese and foreign) organizations, (I)NGOs, research institutions and international organizations;
- Excellent communication and writing skills in both English and Vietnamese;
