Chief of Social Policy

The UNICEF Cambodia Country Office is seeking to hire a committed, creative professional who is passionate about making a lasting difference for children, for the position of Chief of Social Policy (P-4).

Purpose of the Position
Under the general guidance of the Representative, you will be responsible for the development, planning, implementation, monitoring and evaluation of the Policy, Advocacy and Communication programme within the country programme. You will be responsible for leading and supervising a team of professionals and support staff ensuring sound management of the PAC programme section.

Key Expected Results
1. You will be accountable for effective engagement in social policy dialogue with the government for programme development, advocating for increased public resource allocation and budgeting towards the social sector and sustainable decentralization of social services and local capacity building in support of the goal of universal coverage of essential social services and the creation of a protective environment for children. You will conduct data collection and analysis to fill information gaps and to strengthen capacity for advocacy for children’s rights, and to support the Millennium Development Goals (MDGs) and the World Fit for Children (WFFC) agenda.

2. You will participate with UNICEF/government/and other partners in the development of strategies, methodologies and identification of new approaches for improving programme delivery, with emphasis on advocacy, community participation and social mobilization. Identify, lead and maintain strategic alliances with national research institutions and ‘think tanks’ to foster evidence-based policy development, capacity building in policy analysis and facilitate achievement of country programme results.

3. You will ensure the preparation of the CCA, the Situation Analysis and their periodic updates by leading/coordinating the analysis of the social, political and economic trends in the country and of trends in progress towards achievement of CMDG goals; prepare synopses highlighting linkages with the situation of Cambodian children. Prepare sectoral input to the Country Programme Document (CPD) and all related documents for the Policy, Advocacy and Communication programme. Contribute to UNICEF’s participation in the CCA/UNDAF process, ensuring adequate input on the improvement of the well-being of children and women.

4. You will participate in the formulation and development of the PAC programme goals, strategies and approaches for the UNICEF plan of cooperation. Prepare policy, monitoring and evaluation related inputs for strategic Country Programme documents, ensuring consistency with objectives and goals. Develop a strategy and work plan to get children’s issues into the public domain and strengthen political will in support of the Country Programme.

5. You will lead the planning, development and implementation of the PAC Programme by working with the government and other partners, in preparing required documentation, workplans, and programme, monitoring and evaluation plans. Review and evaluate the technical, institutional and financial feasibility and constraints of programmes/projects in coordination and collaboration with government and other partners.

Qualifications of a Successful Candidate
Advanced university degree in Social Sciences, International Relations, Political Science, International Finance, public relations, media, communication, or other relevant disciplines.

Eight years of progressively responsible professional work experience at the national and international levels in programme planning, management, monitoring, and evaluation, in a related field.
- Rights-based and Results-based approach and programming in UNICEF.
- UNICEF programme policy, procedures and guidelines in the Manual.
- Mid-Term Strategic Plan (MTSP) Knowledge of donor country’s economical and political situation.
- Expertise to leverage UNICEF’s competitive advantage.
- Expertise to deploy networking and mass media for fundraising and special events.

Fluency in English and another UN working language is required. Knowledge of the local language of the duty station is an asset.

Working Conditions
Office-based post in Phnom Penh with frequent travel within and occasional travel outside the country
