Background
The Joint United Nations Programme on HIV/AIDS (UNAIDS), brings together the efforts and resources of ten UN organizations to the global AIDS response. In Viet Nam it supports the coordination of the international response to HIV, collaborates with partners in the Party and Government of Viet Nam to promote HIV prevention, care and treatment, and support, deals closely with stakeholders to develop and implement a national Monitoring and Evaluation Framework, and works to streamline UN processes by participating in the One UN pilot initiative.

UNAIDS is Secretariat to the HIV Technical Working Group (HIV TWG), a civil society forum that meets bi-monthly and hosts nine sub-groups. The HIV Technical Working Group brings together participants from international and local NGOs, the Communist Party, the government of Viet Nam, mass organizations, bilateral and multilateral donors, foundations, the UN, and PLHIV groups to strengthen coordination and improve the response to HIV in Viet Nam.

The HIV TWG’s key objectives are to:
- Advocate for a supportive and enabling environment for the implementation of HIV prevention and care projects in Viet Nam in a multi-sectoral, non-discriminatory environment;
- Document, discuss and disseminate lessons learned;
- Collaborate on common areas for capacity building, particularly in the areas of training and development of resource materials;
- Analyze and exchange information based on field experience;
- Identify gaps in the overall national response to HIV and build partnerships between organizations to address these gaps;
- Identify other stakeholders, with whom the working group can build partnerships and enhance communications, including the media, the private sector, and other sector-specific networks.

The electronic TWG e-mail information service, the HIV TWG Listserv, was created to support the forum and has 785 subscribers. The NGO Resource Center hosts the list and provides day-to-day server maintenance and server space.

The overall purpose of the TWG listserv is to provide an electronic information sharing space for professionals working in the area of HIV in Viet Nam. The listserv also aims to provide a forum for discussion on specific issues in the area of HIV for professionals working in this area. It is planned that a webpage will be developed for members to view archived messages and search for information on specific issues that have been discussed on the listserv.

With this regard, UNAIDS is seeking to provide a grant to an organisation to moderate and manage this listserv to maximize its utilisation.

Partnership with UNAIDS
It is envisioned that the moderation of the HIV TWG Listserv will be implemented in close collaboration with UNAIDS focal points.  In its role as TWG Secretariat, UNAIDS will provide technical assistance to this project.

Objectives
- To provide effective moderation of HIV TWG Listserv and increase the sharing of information related to HIV
- To increase Listserv participation and discussions

Scope of Work
The moderator will be responsible for the effective utilization of the Listserv in English and Vietnamese.
The scope of work includes:

Monitor the mailing list, including moderating the listserv. This role includes:
- Monitoring and posting all the information on the e-forum, identifying articles and relevant information for listserv members as well as moderating discussion on topics relevant to the Viet Nam response to HIV
- Producing monthly summaries of discussions
- Ensuring that requests and queries are addressed
- Monitoring membership participation
- Promoting the listserv amongst key stakeholder populations that are under-represented.

Manage subscriptions and subscriber database
Serve as the focal point for list members
Conduct activities that promote participation to the listserv, such as developing participation strategies, conducting trainings and workshops, hosting facilitators to initiate discussions, etc.
Maintaining an archive of listserv documents and keeping them current, including subscription message and guidelines
Share best practices with members
Develop website and maintaining web page archiving the documents and emails from the listserv.
Translation of pertinent documents and messages into either English or Vietnamese
Other tasks as determined by the TWG Secretariat

Requirements

The implementing organisation:
Must be an NGO registered in Viet Nam
Have extensive knowledge of HIV issues and activities in Viet Nam
Have demonstrated capacity in developing information networks

Reporting Practice
The partner organization will submit to UNAIDS:
- A monthly report detailing how many members joined the list, how many messages were posted, and any other issues
- Liaise with UNAIDS staff regularly regarding ad hoc issues

Application Process

Interested organisations should submit the following (via email or post):
1. An assessment of the current TWG Listserv and a vision statement for expansion of the listserv (1 page)
2. Organisation profile highlighting its expertise and/or capacity in developing information networks (1-2 pages)
3. CVs of staff who will implement the project
4. Work plan, including budget to cover twelve months of activities, including participation strategies (1-2 pages)
5. A detailed budget for the project.
