Advisor Value Chain Development (VCD)

SNV (Netherlands Development Organisation) in Vietnam is engaged in development cooperation. In SNV’s value chain development programme it contributes to poverty reduction through increased income and employment creation for a large group of households, micro and small scale enterprises. Among others, SNV is supporting the development of the tea value chain with emphasis on the northern provinces in Vietnam.
Interventions of SNV contribute to the improvement of tea from Vietnam and the appreciation of such along the value chain. Support at the producers’ end of the value chain is provided to good agricultural practices, improved business linkages and increased access to information, whereas the end-market is impacted through a variety of interventions towards labelling. SNV also contributes to an enabling business environment through the facilitation of a public-private dialogue.
To strengthen SNV’s value chain development programme in Vietnam, SNV is looking for a dynamic and creative Vietnamese candidate to fill in the post of: Advisor Value Chain Development (VCD)

Duty station: Hanoi with frequent travel to Northern provinces

Main duties and responsibilities:
- Be part of the VCD-team of SNV Vietnam, composing approx. 8 experts. Within this team and in close cooperation with the program leader VCD, be in charge of SNV’s support to the tea value chain.
- Understand the tea value chain and its context through study of documentation, field observations and contacts with experts. Maintain contacts with key stakeholders in the public and private sector and establish new contacts where appropriate. When relevant, review SNV’s support strategy and mainstream changes in its planning and monitoring system.
- Be the focal person and advisor in SNV’s contacts with partner organizations in the tea sector, presently approx. 10 in Hanoi, Lao Cai, Lai Chau and Ha Giang. SNV applies a “market development for the poor” approach aiming at systemic changes within sectors. The advisor will familiar him/herself with this approach and applies this in cooperation with and support to partner organizations. Advisory services may include undertaking of research like value chain analysis, capacity development, development of intervention tools, assistance in monitoring, etc.
- Contribute to the formulation of strategic and operational planning and ultimately agree on these internally as well as with key partners. Based on these, prepare work plans and implement these accordingly.
- Where applicable, engage external consultancy organizations in the implementation of the program. For this, contribute to drafting terms of references, scouting of adequate organizations or individuals, supervise and cooperate during implementation and report on progress.
- Participate in relevant internal SNV procedures and processes, including knowledge management, resource mobilisation, and joining in internal workshops, seminars and trainings.

Requirements:
- Vietnamese citizen
- University degree in agriculture, economics, sociology, business management or other relevant discipline
- At least 2 years experience in working with development cooperation organizations, preferably in the area of private sector development
- Excellent communication skills in English and Vietnamese and proven formulating and documenting skills
- Excellent skills in using MS Office computer applications
- Be a worker, promoter, entrepreneur. Be able to think analytically and apply practically. Be a dynamic person who gets done what is to be done. Be flexible when needed and persistent where required.

Contract terms:
SNV offers a one-year contract with the possibility of extension and a competitive salary package.
