Administrative Officer

Handicap International France (HI F) is a non-governmental organisation created in 1982. HI F’s mission is to assist people in situations of disability or vulnerability, whatever may be the underlying cause and environment. This is done through the implementation of multidisciplinary programmes concerning prevention, treatment, empowerment, integration and emergency intervention. HI F has worked in Vietnam since 2001 and is developing projects targeting people living with disabilities, extremely vulnerable persons and persons living with HIV or AIDS.

In order to ensure HI F’s continued growth, they are seeking candidates willing to integrate and participate in our projects and team: an Administrative officer. 

Under the supervision of the Program Administrator, the Administrative officer is responsible for:
- Administrative procedures with relevant authorities (Dipserco, Social and health department, Tax department, PACCOM, etc);
- Follow-up of Human Resources file for national staff (recruitment, work contracts, updating files, leave monitoring);
- Follow-up of Human Resources file for expatriate staff (visas, registration, updating files, leave monitoring, end of mission);
- Follow up of national regulations and laws related to Human resources;
- Administrative daily management of the office (contract writing, staff management, etc);
- Organization of communication (sponsoring in France, internal communications, program annual report);
- Support to the financial management under delegation and supervision of the administrator upon skills;
- Any other tasks required by the line manager or needed for the running of the projects.

The successful candidate requires:
- Master degree;
- Previous experience in administration and human resources management (at least 2 years);
- Good knowledge of Vietnamese labour code and regulations;
- Fluency in English and Vietnamese essential (written and spoken); French added value;
- Computer literate (Word and Excel);
- Strong organisational and communication skills;
- Experience in working with INGO recommended.
- Initial contract will be for a period of one year and the position is based at Hanoi
