Accountability Officer

Save the Children in Vietnam (SC) works to promote every child’s rights to survival, protection, participation and development as set forth in the UN Convention on the Rights of the Child.  The current programme focuses on the following core sectors: Health and Nutrition; HIV/AIDS prevention; Care and support; Education; Child protection; Child-focused emergency preparedness and response; Child rights agenda, including Civil society development, Economic opportunities, Child poverty Research, and Advocacy for child-friendly development policy and practice.

Save the Children is responding to the needs of communities affected by Typhoon Ketsana in Vietnam. We’re already responding by distributing urgently needed food and essential household and hygiene items.  We will soon be supporting communities to recover with livelihoods activities for families, improving access to healthcare and nutrition, providing hygiene education, improving access to water/sanitation and helping to ensure children are able to continue their education.  Our activities will transition into our ongoing programmes in these areas.

ACCOUNTABILITY OFFICER – Emergency Programme
Based in Quang Tri

Save the Children is looking for a qualified Vietnamese national for the position of Accountability Officer for Emergency Programme. The successful candidate will be joining the project team based in Quang Tri.

Job Purpose:
To support the set up and smooth running of an accountability initiative and effectively manage the information collected through this system. This will involve directly supporting field staff with: training and ongoing on the job guidance, resource materials, and regular follow up at relevant levels of the organisation, and externally where appropriate (e.g. with People’s Committees, Women’s Unions or other NGOs), in order to ensure that appropriate and timely responses to feedback, questions and complaints reach communities. The post holder is also responsible for producing regular analysis of the information collected, and for presenting that in relevant internal forums in order to inform longer-term programme strategy, as well as external forums for advocacy purposes where appropriate.

Key Competencies:
- University degree or equivalent experience
- Strong computer, data management and analysis skills
- Fluent written and spoken English
- Advocacy and representation skills – the confidence and communication skills to represent Save the Children in external co-ordination meetings and to advocate for change
- Strong commitment to Save the Children’s vision, mission and values, and an understanding of why consultation with and ongoing engagement of children and their families is an important component
- An understanding of, and/or commitment to learn about, some of the relevant International Standards for humanitarian response
- Willing and able to travel regularly to support field staff
- Ability to work well with others in a large team and contribute to a positive and supportive working environment
- Culturally sensitive and respectful
- Experience and knowledge of effective financial and budgetary controls for funds intended for area/s of jurisdiction
- Strong interpersonal and community development skills
- Excellent communication skills in local language; understanding of local dialect is an advantage
- Commitment to and understanding of Save the Children’s aims, values and principles
