CASI is a flagship program implemented by CARE International in Vietnam which aims at increasing rights and voice of marginalised ethnic minority people in the Northern areas. CASI enables civil society organisations and representatives of those who are at risk of socio-economic exclusion among Northern ethnic minorities to involve in setting the agenda for more inclusive development approaches and policies. This assignment should build on the previous work on reviewing Policies, laws and regulations (PLRs) done by SNV/MB-REDD (Safeguards Roadmap v2.0 for Viet Nam). The PLR assessment identifies how Vietnam is addressing safeguards - what is in place to meet the Cancun safeguards, and what the gaps are on paper. In doing so, the Safeguards Roadmap v2.0 should, in its supplementary full analytical matrix, identify the provision for information collection and reporting, already enshrined in existing national PLRs.
