1. Background The most recent survey estimates 15.3% of the Vietnamese population have a disability (12.75 million people)1 and they tend to be among the poorest in both urban and rural areas of Vietnam. On almost every indicator, people with disabilities lag behind the general population. Despite a progressive legislation framework and a strong commitment from the government to improving the situation for people with disabilities, there is still a significant gap between policies and reality.
WWF is one of the world's largest and most respected independent conservation organizations, with almost 5 million supporters and a global network active in over 100 countries. WWF's mission is to stop the degradation of the earth's natural environment and to build a future in which humans live in harmony with nature, by conserving the world's biological diversity, ensuring that the use of renewable natural resources is sustainable, and promoting the reduction of pollution and wasteful consumption.
