The overarching aim of the Community Learning Centres (CLCs) in Viet Nam is to empower individuals and promote community development through life-long learning opportunities for all people in the community, particularly for out of school youth and adults. CLCs have been effective delivery mechanisms for literacy programmes as part of the implementation of the National Education for All (EFA) Action Plan and the Strategy for Building a Learning Society in Viet Nam. Furthermore, CLCs have served as coordination mechanisms between different sectors at the community levels in empowering and improving the quality of life for people, particularly for the disadvantaged groups.

Chief of party Chemonics seeks a chief of party for an anticipated USAID funded project to support a program of cooperation with the Institute for Legislative Studies of the National Assembly of Vietnam. The program will provide technical assistance, training, and other support to increase the professionalization of legislative research services within the National Assembly. The COP will be responsible for providing vision, technical leadership, management, and administrative oversight of the program. He/she will also act as a technical advisor to the Institute for Legislative Studies (ILS), providing direct technical assistance, advice, mentoring, and training to the staff of the ILS.
