The Centre for International Studies and Cooperation’s (CECI) is a not-for-profit corporation founded in Quebec in 1958 that has operated a Country Office in Hanoi, Vietnam since 1991. According to its mission, “CECI fights poverty and exclusion; it strengthens the development capacity of disadvantaged communities; it supports initiatives for peace, human rights and equity; it mobilizes resources and promotes the exchange of know-how”.
CECI is looking for an experienced and qualified Vietnamese candidate for positions of Disaster Management and Climate Change Adaptation Program Coordinator.
The positions will base in Ha Noi with frequent travel to project sites.
Major responsibilities:
Program Management:
- Carry out all day-to-day Program management activities in the sector of disaster risk management in close collaboration with field teams, partner organizations and other stakeholders to ensure targeted results are achieved.
- Provide technical support, training and transfer of specific skills to CECI and partners on DRR, CCA and their integration into development activities.
- Oversee all matters related to financial management; is responsible for budgeting, verifying procurement policies are followed, financial reporting and ensuring program budgets are disbursed as planned.
- Facilitate regular assessments of the administrative and financial capacity of the partner organization and organize needed capacity building;
- Ensure monitoring systems are in place to track project results according to policies of CECI and funding agencies,
- Produce clear and quality reports (financial and narrative) that demonstrate good accountability and meet donor reporting requirements.
- Maintain liaison with local government agencies and other organizations that implement similar programs in the same geographical areas;
Program Development:
- Participate in the CECI-Vietnam and CECI-Asia Policy Group to contribute to development of the organizations programs, policies and knowledge exchange activities.
- Develop a strategic approach and action plan to expand CECI’s activities in disaster risk reduction, humanitarian assistance and adaptation to climate change in Vietnam.
- Contribute to CECI’s overall systematization of lessons learned and knowledge management in DRR / CCA at the international level.
- Provide concrete plans for representation of CECI’s programs and expertise to government, donors and other stakeholders.
- Play an active role in lobbying and representation on issues related to programs through personal contacts and co-ordination of allies.
- Take part in public campaigns on topics related to community-based disaster risk reduction with other partner organizations based on agreed plan of action and objectives.
- Develop program plans, proposals and support fundraising efforts
Program Coordination:
- Coordination of and delivery of certain program plans or strategies with different stakeholders at provincial and national levels.
- Representation in coordination of inter-agencies meetings and some external relationships in related to the program focus.
SKILLS AND COMPETENCE:
Job Specific Competencies
- Vietnamese national.
- Master degree, preferably social science, natural resource management.
- At least 5 years proven experience of managing development and DRR/CCA Program.
- Working experience with NGOs or international development organization is preferable.
- Proven experience in programming work at grassroots level, especially experience in application of participatory approaches.
- Sound experience in resource management.
- Familiar with advocacy work at local and national level.
- Strong written and spoken English and Vietnamese.
- Research experience will be an asset.
- Good computer skills (writing and spreadsheet programs).
- Able to travel (30-40% of total time) to program areas.
- Gross Annual Salary Full Range: US$ 17,400 to US$ 22,500
