Assignment Title: Independent financial auditor for Component 1 and Component 2

The Socialist Republic of Vietnam has received financing from the World Bank toward the cost of the School Readiness Promotion Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include annual auditing of the project in order to (i) To express an independent and professional opinion on the financial statements of the Program prepared by MOET from 01 April 2012 to 31 December 2013, 1 January 2014 to 31 December 2014 and 1 January 2015 to 31 December 2015 in accordance with the adopted accounting standards for on-budget; (ii) To express an independent and professional opinion on the financial statements of the Program prepared by MOET from 01 April 2012 to 31 December 2013, 1 January 2014 to 31 December 2014, 1 January 2015 to 31 December 2015 in accordance with the adopted accounting standards for off-budget; (iii) To express separate opinions on the off budget component and on-budget component on the compliance with laws, regulations and funding agreements that have a direct and material financial effect on the entity’s financial report; and (iv) To express separate opinions on the off budget component and on-budget component on the effectiveness of internal control over compliance with requirements that could have a direct and material financial effect on the financial statements as well as internal control over financial reporting.
The Project Management Unit for SRPP now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) Must be a legal entity with business license granted by the competent authority; (ii) Experience in financial auditing in the public sector and experience in financial auditing of World Bank or/and other donor funded projects; preferably with previous experience in similar assignments; (iii) Ability to deploy and effectively manage a team of experts with relevant experience and qualifications.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, version January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
It is noted that in case of joint venture, all members of joint venture shall be jointly and severally liable for implementation of contract and one member shall be appointed to represent the joint venture.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
