The USAID Vietnam Forest and Deltas Program is embarking on a five-year effort that will support four provinces to accelerate their transition to climate resilient, low emissions development through investments in reducing net emissions from forests, and enhancing resiliency of people, places, and livelihoods in the delta regions to short and long-term climate impacts. In collaboration with MARD, the Program will support sustainable forest management and strategies to increase sustainability and climate change resilience, improve livelihoods, and reduce pressure on forest ecosystems, or to manage them in a more equitable and sustainable manner.
Land use-based emission reduction and carbon uptake mechanisms such as Reducing Emissions from Deforestation and Degradation (REDD), and sustainable management of forests (SMF) can offer relatively inexpensive options for mitigating the accumulation of greenhouse gases (GHGs) in the atmosphere. At the UNFCCC Conference of Parties CoP 16, REDD+ emerged as a major component of the Cancun Agreement. Inter alia it is also an obligation under the Cancun Agreements: Outcome of the work of the Ad Hoc Working Group on Long-term Cooperative Action under the United Nations Framework Convention on Climate Change UNFCCC, in particular paragraph 68 that 'Encourages all Parties to find effective ways to reduce the human pressure on forests that results in greenhouse gas emissions, including actions to address drivers of deforestation'
The aim of this study is to undertake an qualitative and quantitative assessment of the direct and indirect drivers of deforestation and degradation in Thanh Hoa and Nghe An provinces (Annex 1.0). The assessment will also undertake an institutional review to identify policies and plans which can positively or negatively affect emissions caused through forests loss. Data should be collected through historical information, literature reviews, analysis of provincial plans and policies, expert interview, household surveys, and participatory rural assessment (PRA) techniques.
Specifically the tasks are to:
(1) Undertake an assessment, including discussion of the key provincial and district stakeholders, to determine the major indirect and direct drivers of deforestation and degradation;
(2) Collect existing provincial data on drivers of deforestation;
(3) Analyze provincial plans and policies to determine key impacts and threats to forest;
(4) Conduct an in depth analysis and description of each driver of deforestation that leads to identify the process of deforestation and degradation.
(5) Conduct training on results chain approaches, and conduct results chains for key drivers with key provincial and district stakeholders to determine key interventions, strategies and policies to reduce deforestation and degradation;
(6) Conduct provincial workshops to present results from assessments.
