1.Overview of the programme
Strengthening of health information systems is a part of the overall health systems strengthening programme in Viet Nam. It focuses on the provision of technical support to partners to develop a comprehensive health information system that will promote evidence-based policy and decision making processes in the health sector. The programme will also support the government in the collection and analysis of information that will contribute to the pevention, management and control of diseases.
2.Purpose of the Post
This post shall cover the functions of a short term professional to provide support to the Health Systems Strengthening (HSS) and HIV/AIDS Teams in WCO Viet Nam in the area of health information systems, for the contract period of 4 months.
3.Reporting arrangements
The incumbent will report to the HSS and HIV/AIDS Team leaders. He/she will provide technical support and advice to the government on the development of policies and strategis on health information and coordinate with partners on the various initiatives that are undertaken in the health information area. He/she shall work with both the HSS and HIV/AIDS Teams to support the government in the development and alignment of HIV/AIDS information system with the over-all information system in the health sector.
4.Summary of assigned duties
Under the supervision of the Team Leaders incumbent is responsible for, but not necessarily limited to the following assigned duties:
a.Provide technical support to the Ministry of Health, other relevant government agencies and partners for the development of health statistics information systems and databases;
b.Provide support to the MOH coordinating various donor’s initiatives on the development of a the national comprehensive health information system;
c.Provide support in the development of the operational plan for the e-health strategy
d.provide technical and coordination support to Viet Nam Authority of HIV/AIDS Control and its partners in the development of an information system for the HIV/AIDS programme, and provide technical guidance on establishing the linkage and/or interoperability of such data system to the over-all national health information and management system;
e.Provide support to the government in developing the hospital information database and reporting system as part of the national comprehensive health information system;
f.Develop an information portal and database for researches, studies and activities for the WCO Viet Nam;
g.Perform other related duties and responsibilities, as assigned

6.Functional skills
a.Extensive and up-to-date knowledge development and implementation of computer based information systems for the management, analysis and presentation of health statistical data.
b.Up-to-date knowledge of health statistic methodologies, state of the art data processing techniques, data imputation methodologies and in-depth use of information systems and statistical software
c.Excellent knowledge of database structures and ability to learn and support new database products and applications.
d.Strong analytical and problem solving skills in a client/server and web data services environment.
e.Knowledge on basic health indicators and data exchange standards desirable.
7.Educational Qualifications
Essential: A bachelor's degree in health informatics, health statistics, applied mathematics, information technology or in a related field from a recognized institution.
Desirable: A master's degree in health informatics would be an asset
8.Experience
Essential: Five years of experience in positions related to the area of information systems and/or systems development, software design and development, development of web-based applications, database modeling and administration, and health information management for health data analysis.
9. Language
Excellent knowledge of spoken and written English.
