Consultantcy for developing tools for standardizing procedures for case management of children who are in child labour or at high risks of engaging in Child Labour in pilot communes/ wards in Ho Chi Minh City

With financial support from US Department of Labour, since 2015, the International Labour Organisation (ILO) has cooperated with Ministry of Labour, Invalids and Social Affairs (MOLISA) to implement the project “Technical Support for enhancing the national capacity to prevent and reduce child labour in Viet Nam (ENHANCE)”. Through three interconnected and reinforcing components, the ENHANCE project aims at developing a multi-stakeholders and comprehensive solution to prevent and reduce child labour in Vietnam. Ha Noi, Ho Chi Minh City (HCMC) and An Giang province are selected to implement and document direct intervention models on children from 5-17 years old who are in child labour or at high risks of engaging in child labour.

Following the request from HCMC DOLISA, to achieve the objective of preventing, identifying, supporting and intervening children who are in child labour or at high risks of engaging in child labour, the ILO ENHANCE project is seeking for a highly qualified service provider with technical competency to develop and pilot the standardized case management mechanism, which includes tool and procedures to identify children who are in child labour or at high risks of engaging in child labour, refer them to appropriate services, monitor their status as well as to finalise and transfer them after piloting for effectively mainstreaming in all other wards and communes in HCMC as in the Attached TOR
